<br /> Subd 2. VICE CHAIRMAN: A Vice Chairman shall
<br /> be appointed annually by the Chairman. The Vice
<br /> Chairman shall perform such duties as may be
<br /> assigned by the Chairman. and shall assume
<br /> responsibilities Of the Chair in the absence of the
<br /> Chairman.
<br /> Subd 3. MEMBER,S 'TERM OF OFF(CE: Mem-
<br /> bers of fha Commission,shall be appointed by a
<br /> m~jority vote of the City Council for terms of }hree
<br /> years, except that any person appointed to fill a
<br /> vacancy occurring prigr to the expiration of the term
<br /> his predecessor was appointed shall be
<br /> r for the remainder of such term.
<br /> UALIFICATIONS FOR N~EMBERSHIP.:
<br /> M~mbers of the Commission shall be residents of the
<br /> City of Ramsey While serving on the Commission and

<br /> and recreation function.
<br /> Subd 5, iNITiAL APPOINTMENT: The Com--
<br /> mission became effective on their first meeting on
<br /> O~tober 23, 1975; wi'th three members appointed for a
<br /> rearm through 1978, and two members appointed for a
<br /> ter~ through 1977, and two members appointed for a
<br /> [~rm fhrqugh 1976. _
<br /> ISubd 6. RESIGNATiON--REMOVAL FRO/~
<br /> CE--VACAN CI ES:
<br /> 1missioners may resign volu, ntarily or may bet
<br /> from office by a maiority vote of the City
<br /> Cbuncil, Three consecutive unexcused absences
<br /> from duly called Commission meetings shall con-
<br /> sfitute automatic resignation from office. Vacancies
<br /> in the Commission are to be filled by City Council
<br /> appointment with a maturity vote. '
<br /> Subd. 7. COMPENSATION: Commissioners shall
<br /> serve without compensation, The secretary shall
<br /> receive $120.00 per year.
<br /> SECTION 8. RULES AND PROCEDURES
<br /> The Commission shall adopt such rules end
<br /> procedures not inconsistent with .these provisions as
<br /> may be necessary for the proper execution and
<br /> cbnduct of business.
<br /> I SECTION 9. MEETINGS
<br /> Regular meetings shall be held at least once a
<br /> month with date and time determined by the Com-
<br /> mission. Special meetings may be called by the
<br /> Chairman. All meetings shall be pub, Itc meetings and
<br /> Open to the public.
<br /> ! SECTION 10. EX-OFFICIO MEMBERS,
<br />~,~ The mayor may appoint a Council member or a
<br /> City staff persori as an ex-offic o member of the
<br /> Commission privileged to speak on any matter
<br /> Without a vote, and the ex.officio member shall
<br /> provide a liaison between the Commission and the
<br /> ~ity Council.
<br /> SECTION It. EFFECTIVE DATE

<br /> ~ SECTION I. ESTABLISHMENT OF COM-
<br /> .,.MISSION
<br /> .The City of Ramsay is promoting the development
<br /> ~ ' of a quality' patak system and recreation program
<br /> consistent with the financial capability of the
<br /> : community; and ,
<br /> The City Council has the authority to' establish
<br /> ~ commissions fo advise the City Council with respecl
<br /> ~ to policy formulation for municipal functions and
<br /> ~ activities; and -
<br /> !, As a consequence of the increasing complexity of
<br /> : the park and recreation function, it is desirable to
<br /> establish a park and ¢e~reation 'commission; and
<br /> · Ii' is acknowledged that the significance of the park
<br /> and recreation function is such /hat if must be et-
<br /> = fective Y responsive to the citizens of the com-

<br /> This organization shall be known as the Ramsay

<br />Subd 5. Monitor and reflect attitudes and con-
<br />sensus of citizens relative to the park system and
<br />recreation programs and serve ~s a forum for the
<br />citizens to voice their opinions regarding the park
<br />and recreation function·
<br />Subd 6. Promote coordination with the school
<br />,district(s) serving Ramsay, encouraging the in-;
<br />terchangeable use of city and school district'
<br />facilities and programs 1o the bes} interests of the ,
<br /> citizens, . · ,.
<br /> . Subd 7. Encourage dissemination of information :
<br /> to, and coordinate with, Ramsay organizations in-
<br /> terested in the park and recreation function such as
<br /> athletic groups, youth groups, civic organizations,
<br /> etc.
<br /> · Subd 8. Develop and recommend feasible
<br /> programs relative to the conservation of our en-
<br /> vironment.
<br />Od 9.'Encourage coordination with other com-
<br />ies fo the extent appropriate in matters per-
<br />to the park and recrea'tion ~unction.
<br />TION 6. COMPOSITION
<br /> The Commission shall be composed of a chairman
<br /> and six members, all of whom shall be appointed and
<br /> serve as set forth in Section 7.
<br /> SECTION ?. MEMBERS METHOD OF SELEC-
<br /> TION - TERM OF OFFICE - REMOVAL
<br /> Subd. I, CHAIRMAN: The Chairman shall be
<br /> selected annHaily by a majority vote of the Com-
<br />mission. The Chairman may be removed by a
<br /> qfy vole of the Commission/The Chairman
<br /> nave the following responsibilities in addition to
<br />those otherwise described herein:
<br />
<br />Peter G. Bodiey, being duly sworn, on oath says he is and during all the times herein stated
<br />has been the managing editor of the newspaper known as Anoka County Union and has full
<br />knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the English
<br />language in newspaper format and in column and sheet form equivalent in printed space to
<br />at least 9O0 square inches. (2) Said newspaper is a weekly and is distributed at least once
<br />each week. (~) Said newspaper has 5O per cent of its news columns devoted to news of local
<br />interest to the community which it purports to serve and does not wholly duplicate any other
<br />publication and is not made up entirely of patents, plate matter and advertisements. (4)
<br />Said newspaper is circulated in and near the municipality which it purports to serve, has at
<br />least 500 copies regularly delivered to paying subscribers, has an average of at least 75
<br />per cent of its total circulation currently paid or no more than three months in arrears and
<br />has entry as second-class matter in its local post-office. (5) Said newspaper purports to
<br />serve the City of Anoka in the County of Anoka and it has its known office of issue in the City
<br />of Anoka in said County, established and open during its regular business hours for the
<br />gathering of news, sale of advertisements and sale of subscriptions and maintained by
<br />Thomas B. Pease or persons in its employ and subject to his direction and control during all
<br />such regular business hours and at which said newspaper is printed. (6) Said newspaper
<br />files a copy of each issue immediately with the State Historical Society. (7) Said newspaper
<br />is made available at single or subscription prices to any person, corporation, partnership or
<br />other unincorporated association requesting the newspaper and making the applicable
<br />payment. (8) Said newspaper has complied with all the foregoing conditions for at least one
<br />year preceding the day or dates of publication mentioned below. (O) Said newspaper hz s
<br />filed with the Secretary of State of Minnesota prior to January 1, 1966 and each January 1
<br />thereafter an affidavit in the form prescribed by the Secretary of State and signed by Arch
<br />G. Pease and sworn to before a notary public stating that the newspaper is a legal
<br />newspaper.
