such confinement in such manner as may be required, such owner may do so. If however the animal has been innoculated with a live modified rabies vaccine and the owner has proof of the vaccination by a certificate (as specified in Section 14A) from a licensed veterinarian, the owner may confine the dog or other animal to the owner's property. f. Section 20 of Ordinance 73-6 is hereby amended to read as follows: A. Commercial Kennels shall remain under the licensing and inspection of the Minnesota Livestock Sanitary Board and the Minnesota Humane Society but must conform with all of the requirements'of the Ramsey City Zoning and Planning Ordinance plus all Sections of this ordinance unless otherwise stated. B. A conditional use permit is required for private kennels were: a. More than two (2) a~imals are kept on a land parcel of less than one acre. b. 'More than three (3) animals are kept on a ].and parcel of from one to five acres.. c. More than two (2) animals are kept for every additional five acres of land parcel over five acres. d. More than fifteen (15) animals are kept. A conditional use permit applicatio~ must be obtained from the Ramsey City Clerk and presented to the Ramsey Planning and Zoning Commission and the City Council for reviewal and"action p~rsuan~it6 ,Section 7-~f'the City's Zoning Ordinance before approval of the conditional use permit. Such application shall contain the following: 1. Name and address of proposed private kennel. 2. The maximum number of animals to be kept on the premises. 3. Statement as to whether the animals will be kept primarily within the home or building of residence or outside in a separate structure. 4. Location and distance (in feet) of all existing or proposed kennel structures in relation to abutting property. 5. A listing of the type of fencing and construction of kennel (if applicable). -4-
