<br /> AN ORDINANCE IMPOSING A MORATORIUM
<br />ON REZONJNG AND SUBDIVIDING IN A PART
<br />OF THE SOUTHEAST CORNER OF THE CITY'.
<br /> The City Cobncll, City of Ramsay, ordalns:
<br /> SECTION 1. PURPOSE
<br /> The City Council, City of Ramsey, has determined
<br />that the City's existing land use plan should be 'up.
<br />dated to serve the needs of the communlly, and mat a
<br />demonstrated need to plan for more intensive lend
<br />uses exists in the southeast corner of the community.
<br />The Council has further determined that such
<br />planning must consider appropriate buffering and
<br />utilization of present and proposed transporter!on
<br />arteries. In order to resolve these problems end
<br />achieve Its goals, the Council has further determined
<br />that a comprehensive lend use plan along with ap-
<br />propriate government controls to Implement said
<br />plan Is necessary in the area described In Section 2
<br />herein·
<br />SECTION 2, BOUNDARY LOCATION
<br /> The area on which a moratorium shall be placed
<br />shall be bounded by the following lines:
<br /> The Rum River on the East; /he North line of
<br /> Twenty,tour (24), Twenty~three (23);
<br /> line of Section Twenty. three (23); the
<br /> h line of Section Twenty-seven (27); the
<br /> West line of the East one.halt of Section Twenty-
<br /> seven (21); the Northerly right.of.way line of the
<br /> Burlington Northern Railway; and the Ramsay.
<br /> Anoka boundary line.·
<br /> SECTION 3. MORATORIUM
<br /> A moratorium on subdivision of land parcels and
<br />zoning amendments whereby no subdivision, plat-
<br />ting or zoning changes shall be considered or adopted
<br />by the Planning Commission and the City COuncil
<br />shall be in effect for the area described In Section 2
<br />above for ~, period of 60 days from the effective date
<br />of Ihis'Ordlnance. This moratorium shall not affect
<br />Shose subdlvislofls and plats for which the sketch
<br />plan has been considered Dy /he Planning comm.
<br />ission and the Preliminary Plat has been filed with
<br />the Zoning Officer, all as required by City
<br />Ordinance 75-5. The purpose of this moratorium is to
<br />allow for the planning as described In Section 1
<br />herein.
<br /> SECTION 4. EFFECTIVE DATE
<br /> This ordinance shall become effective upon its
<br />approval and publication according to law.

<br />Peter G. Bodley, being duly sworn, on oath says he is and during all the times herein stated
<br />has been the managing editor of the newspaper known as Anoka County Union and has full
<br />knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the English
<br />language in newspaper format and in column and sheet form equivalent in printed space to
<br />at least 900 square inches. (2) Said newspaper is a weekly and is distributed at least once
<br />each week. (3) Said newspaper has 50 per cent of its news columns devoted to news of local
<br />interest to the community which it purports to serve and does not wholly duplicate any other
<br />publication and is not made up entirely of patents, plate matter and advertisements. (4)
<br />Said newspaper is circulated in and near the municipality which it purports to serve, has at
<br />least 500 copies regularly delivered to paying subscribers, has an average of at least 75
<br />per cent of its total circulation currently paid or no more than three months in arrears and
<br />has entry as second-class matter in its local post-office. (5) Said newspaper purports to
<br />serve the City of Anoka in the County of Anoka and it has its known office of issue in the City
<br />of Anoka in said County, established and open during its regular business hours for the
<br />gathering of news, sale of advertisements and sale of subscriptions and maintained by
<br />Thomas B. Pease or persons in its employ and subject to his direction and control during all
<br />such regular business hours and at which said newspaper is printed. (6) Said newspaper
<br />files a copy of each issue immediately with the State Historical Society. (7) Said newspaper
<br />is made available at single or subscription prices to any person, corporation, partnership or
<br />other unincorporated association requesting the newspaper and making the applicable
<br />payment. (8) Said newspaper has complied with all the foregoing conditions for at least one
<br />year preceding the day or dates of publication mentioned below. (9) Said newspaper has
<br />filed with the Secretary of State of Minnesota prior to January 1, 1966 and each January 1
<br />thereafter an affidavit in the form prescribed by the Secretary of State and signed by Arch
<br />G. Pease and sworn to before a notary public stating that the newspaper is a legal
<br />newspaper.
