Council resolulion. The foregoing fees shall be used

<br />connection with the review of said plat. City expense
<br />incurred in employing the services of the City
<br />Engineer, City Attorneys, and other professional
<br />consultants in connection with the review Of said plat
<br />shall be r eimbursed to the City by the subdWider.
<br /> c. The Zoning Officer shall refer copies of fha
<br />prelJ~-i~~lanni-ng Commission and
<br />~n~copylo fha ~Cif~Eng.neer.
<br /> d. The City Engineer shall submit a report to lhe
<br />Plan~ing Com~n'Jssion before the public hearing,
<br />which shall deal with drainage, street and other
<br />~ngineering matters perlinent Io said preliminary
<br />plat.
<br /> e, The Planning Commission shall hold a public
<br />hearing on said preliminary plat. Notice of public
<br />hearing shall be published in the official newspape~r
<br />of the City and sent to properly owners within Thre~e
<br />Hundred Fifty Fa_e3 of fha property to be subdivided
<br />at least ten (10) days prior Io lhe hearing date.
<br />Public notice shall consist of a g~n~_eral descrip_ti~n of
<br />the. pro~,a[, the ~ime, d_at~e and plece~of~hea ring. For
<br />the purpose of~nng]ification, owng_rsh~ip of prqp~rty

<br />divider. The Planning Commission shall conduct the
<br />he~:in~6n lhe preliminary plat and shah make its

<br />decision of the Planning Commission with regard
<br />thereto, together with its recommendations, shall be
<br />included in its report to the City Council.
<br /> f. After fha City Council receives fha report of the
<br />Planning Commission the Council shall act to ap-
<br />prove or disapprove lhe preliminary plat. If the
<br />Council shall disapprove said plat, the grounds for
<br />any such disapproval shall be set forth in lhe
<br />proceedings of the Council and reported to the
<br />subdivider within seven days thereafter. In its
<br />discretion, the Council may hold a public hearing on
<br />the plat. The Council shall publish notice of fha
<br />hearing as provided herein, al the subdivider's ex-
<br />pense, but written notice of said hearing need not be
<br />given the adiacent landowners,
<br /> g. All engineering considerations presented in the
<br />preliminary plat and data furnished by 1he sub-
<br />divider, the City Engineer's report and any such
<br />reports inlroduced at any time during the
<br />proceedi rigs shall be resolved prior tg_th~e~app~ov~l of
<br />thee pEeliminary plat by the City Council.
<br /> h. The City Council shall act on the preliminarQ
<br />plat with in 60 day,.s_of the date on which the Planning
<br />Commission's public hearing was concluded.
<br /> SECTION 7. REQUIRED PRELIMINARY PLAT
<br />DATA.
<br /> It shall be a condition fo lhe acceptance of a
<br />preliminary plat for filing with the Zoning Officer
<br />that said plat shali include the data required
<br />hereunder.
<br />7.01 Identification and Description.
<br /> a. Proposed name of subdivision, which name shall
<br />not duplicate nor be alike in pronunciation to the
<br />name of any plat theretofore recorded in Anoka
<br />County.
<br /> b. Full legal description of the land involved in said
<br />plat.
<br /> c. Names and addresses of the owner and sub-
<br />divider of the land, and the designer and surveyor of
<br />said plat. if the subdivider is not the fee owner of the
<br />land, lhe subdivider shall note such interest in the
<br />land on the preliminary plat.
<br /> d. Graphic scale of not more than one inch to one
<br />hundred feet.
<br /> e. Date and north point.
<br /> f. Certification of boundaries by registered sur-
<br />veyor certifying to accuracy of survey.
<br /> 7.02. Existing Conditions.
<br /> a. Boundary line survey, including measured
<br /> distances and angles, which shall be tied into the
<br />nearest quarter section or section line by traverse.
<br /> b. Total acreage.
<br /> c. Existing zoning classifications for tract of land
<br />in and abutting lhe preliminary plat.
<br /> d. Location and names of existing or platted streets
<br />andother public ways, parks and public open spaces,
<br />permanent buildings and structures, easemenls, and
<br />section and municipal boundary lines within the plal
<br />and to a distance of '100 teat beyond.
<br />
<br /> e. lf the preliminary plat is a re.arrangement or a
<br />re-plat of any recorded plat, the lot and block
<br />arrangement of the original plat, its original name,
<br />andall revised or vacated roadways shell be shown
<br />by dotted or dashed lines.
<br /> f. Location and widlh of existing streets including
<br />type of surfacing, railroads, sanitary sewers, water
<br />mains, storm sewers, culverts, grades, invert
<br />elevalions and locations of catch basins, manholes
<br />and hydrants and any underground facilities with the
<br />plat and to a distance of 100 feet beyond shall be
<br />shmvn.
<br /> g. Boundary lines of land within 100 feet o! the
<br />Iraof of land within the plat, and the name of the
<br />owner lhereot.
<br /> h. Topographic data, including contours at vertical
<br />intervals of not more than two feet, except that
<br />where lhe horizontal contour inlervel is 150 feet or
<br />more, a one foot vertical interval shall be shown.
<br />Waler courses, lakes, marshes, wooded areas, limits
<br />of flood plains, and other significant physical
<br />features shall be shown. U.S. Geodetic survey data
<br />shall be used for all topographic mapping.
<br /> i. Soils data including classification of ail surface
<br />soils in accordance with the Soil Conservation Ser-
<br />vice Classificatlon system and logs of borings suf-
<br />ficient in number and depth to establish the elevation
<br />of the water table Ihroughout the plat.
<br /> j. Such other data as the City Council by resolution
<br />may require.
<br />7.03. Design Features.
<br />a. Layout of proposed streets, showing right.of.
<br />way widths and proposed names of streets. The
<br />name of any street heretofore used in the City or it~
<br />environs shall not be used, unless the proposed street
<br />is an extension of an already named street, in which
<br />event said name shall be used.
<br /> b. Locations and widths of alleys, pedestrian ways
<br />and utility easements.
<br /> c. Profiles of existing and proposed centerline
<br />grades of streets, .alleys, storm sewers, drainage
<br />ditches and culverts.
<br /> d. Layouts of lots end blocks with numbers of each,
<br />square foolage of lots and lot dimensions scaled to
<br />the nearest tenth of a fOOt.
<br /> e, Areas, other than streets, pedestrian ways and
<br />utility easements, intended to be dedicated or
<br />res~veq for public use, including the size of such
<br />~reas.
<br /> f. Minimum front building setback lines as
<br />required by lhe ordinances of the City.
<br /> g. Proposed method of disposing Of surface water
<br />drainage and method of conveying surface water
<br />drainage within and beyond the limits of the plat to
<br />publicly owned or controlled drainage facilities or
<br />storm sewers.
<br /> h. Whenever a portion of a tract of land is proposed
<br />for subdividing and said tract is large enough or is
<br />intended for future enlargement, a tentative plan for
<br />lhe future subdivision of the entire tract shall be
<br />submitted to the Planning Commission.
<br />7.04. Additional information to be Furnished:
<br />a. Statement of proposed use of lots, i.e., whether
<br />residential, commercial, industrial or combination
<br />thereof. If residential, state type and number of
<br />dwelling units. Furnish sufficient details for all types
<br />of usage in order to reveal the effect of the sub-
<br />division development on traffic, fire protection and
<br />density of population.
<br /> b. Source of water supply.
<br /> c. Facilities for sewage disposal.
<br /> d. Such other information as shall be requested by
<br />the Planning Commission or City Engineer.
<br />
<br /> SECTION 8. SUBDIVISION DESIGN STAN-
<br />DARDS.
<br />8.~1. General Requirements.
<br /> The Planning Commission in its review of a
<br />preliminary plat shall determine whether the
<br />proposed subdivision is in conformity with the City
<br />ordinances, and shall take into consideration 1he
<br />requirements of the community and the best use of
<br />the land, Parlicular attention shall be given to the
<br />arrangement, location and widlhs of streets,
<br />drainage and lot sizes and arrangements,
<br /> 8,02. Street Plan.
<br /> a. The arrangement, character, extent, width,
<br /> grade and location of all streets shall conform to the
<br /> approved standard street specifications, and all
<br /> applicable ordinances.
<br /> b. The arrangement of streets in new subdivisions
<br />shall make provision for the continuation Of existing
<br />and future streets in adjoining areas.
<br /> 8.03. Streets.
<br /> a. Widlhs, All right-of-way widths shall conform to
<br /> the following minimum dimensions:

<br />Different widths may be required depending upon
<br />anticipated traffic volume, planned function of
<br />street and character of abutting land use.
<br /> b. Deflectioas. Where horizontal sfreof lines
<br />deflect from each other at any point more than 10
<br />degrees, said street lines shall be coonecfed by a
<br />curvewitha radius of not less lhan ~00 feet for minor
<br />streets and of such greater radii in the case of other
<br />streels as the Planning Commission may determine.
<br /> c. Grades. Street grades shall not exceed 7 percent
<br />for minor and collector streets and 4 percent for
<br />thoroughfares, and in no case shah they be less than
<br />0.4 percent. Wherever feasible, grades within 30 feet
<br />of street intersections shah not exceed 3 percent.
<br /> d. Vertical Curves. Different connecting street
<br />gradients shall be connected wilh vertical curves.
<br />Minimum length, in feet, of said vertical curves shall
<br />be 100' or 20 times the algebraic difference in the
<br />percentage og grade of the two adjacent gradients.
<br /> e. Street Jogs. Street jogs in minor and service
<br />streets shall have a centerline offset of not less than
<br />150 feet.
<br /> f. Minor Streets. Minor streets shall be so aligned
<br />the1 their use by through traffic will be discouraged.
<br /> g. Cul-de-sacs. The maximum length of cul-de-sac
<br />streets shall be 600 feet measured along the center
<br />line from the intersection of origin to the end of the
<br />right-of.way. Each cul.de-sac shall have a terminus
<br />of nearly circular shape with a minimum right.of-
<br />way diameter of 130 feet and a minimum roadway
<br />diameter of 100 feet.
<br /> h. Service Streets. In those instances where a
<br />subdivision abuts or contains an existing or planned
<br />thoroughfare or a railroad right-of-way, the Plan-
<br />ning Commission may require a service street ap-
<br />proximately parallel to and on each side of such
<br />right-of-way.
<br /> i. Half Streets. Half streets shall be prohibited
<br />excegt where essential to the reasonable develop-
<br />lent of the subdivision in conformity with the
<br />requirements of this ordinance.
<br /> j. Private streets. Private streets shall nol be
<br />approved. All proposed streets shown on the plat
<br />shall be offered for dedication as public streets.
<br /> k. Adioining Property. Street rights-of-way shall
<br />not be planned so a~ to cause hardship to owners of
<br />adioining property.
<br /> l. Intersections. The ang)e formed by the in,
<br />tersection of streets shall not be less than 70 degrees,
<br />wilh g0 degree intersections preferred. Intersections
<br />of more than four corners are Prohibited.
<br /> re. Tangent. A tangent of at least 100 feet in length
<br />shall be introduced between reverse curves on
<br />thoroughfare and collector streets, and a tangent of
<br />at least S0 feet in length shall be introduced beD. Yeah
<br />reverse curves on all other streets.
<br /> n. Corners. Roadways of street intersections shall
<br />be rounded by a radius of not less than 20 feet.
<br />Roadways of alley-street intersections shall be
<br />rounded by a rod ius of not I ess tho n 10 feet.
<br />8.04. Easements
<br /> a. Utility. Easements at least tO' wide on front
<br />lines and 20' wide centered on rear or side lot lines
<br />shall be provided for utilities where necessary.
<br />Utility easements shall have continuity of alignment
<br />from block to block and lot to lot. Easements may be
<br />required along lot lines to rights.of-way so as to
<br />provide for street lighting.
<br /> b. Drainage. Where a subdivision is traversed by a
<br />waler course, drainage way or stream, a drainage
<br />easement conforming substantially with the lines of
<br />such water course shall be provided, together with
<br />such further widlh or construction or both, as shall
<br />be adequate for storm water drainage of the area.
<br />8.05. Lots.
<br /> a. Miaimum Lot Size. The minimum lot area and
<br />dimension shall be as specified in the respective
<br />zoning districts of Ramsay, as prescribed by the
<br />City's Zoning Ordinances.
<br /> b. Location. Alt' lots shall have at least the
<br />minimum required fronlage on a publicly dedicated
<br />street.
<br /> c. Corner Lots. Corner lo ,~shall be platted at least
<br />10 feet wider than interior lots.
<br /> d. Butt Lots. Butt lots sha II be platted at least S feet
<br />wider than the average width of interior lots in the
<br />block. The use of butt lots shall be avoided wherever
