ORDINY~NCE NO. 7S-4 <br />CITY OF R~ISEY <br />ANOKA COUNTY, ~4INNESOTA <br /> <br />AN ORDINANCE PROVIDING FOR THE ESTABLISH~ OF A POLICE DEPAR%,~NT FOR THE CITY <br />OF RAMSEY AND MAKING RULES AND REGULATIONS FOR THE GOVER~,'~T OF THE S~. <br /> <br />The City Council of the City of Ramsey ordains: <br /> <br />SECTION 1. ESTABLISHMBNT <br /> <br />There is hereby established a Police Department in the City of Ramsey which shall <br />consist of such number of police officers, with such ranks and titles as may from <br />time to time be authorized by resolution of the City Council. The compensation to <br />be paid to such police officer or officers and the personnel policy regulating their <br />condition of employment shall be fixed by the City Council. <br /> <br />SECTION 2. OFFICE OF CHIEF OF POLICE <br /> <br />The office of Chief of Police is hereby established. The Chief of Police shall be <br />appointed by motion of the City Council and he shall serve at the Council's <br />discretion. The ~lief of Police shall have precedence over the police officers <br />and watchmen and they shall at all times, when on duty, be subject to his command and <br />control. He shall report to the City Council at its regular meetings as to the needs <br />of the Department and work performed by the members of the Department. He shall be <br />responsible for the proper training and discipline of the me~oers of the Police <br />Departnmnt and may suspend any member for refusal or neglect to obey orders, pending <br />final action by the City Council on his discharge or retention. The City Council <br />may designate one of the members of the Police Department as acting chief of <br />police who shall assume all the authority of the Chief of Police in the absence <br />or disability of the Chief of Police. <br /> <br />SECTION 3. DIFFIES <br /> <br />It shall be the duty of the police force and of each and every police officer to <br />serve all warrants and processes delivered to such policeman for service in said <br />City and to diligently inquire into and upon request report to the ~ayor all <br />violations of City ordinances, violations of criminal laws of the State and breaches <br />of peace, and to make complaint agains{ any person or persons ~uilty thereof, and <br />to attend upon all trials of offenses in regard to which complaint has been made <br />and to use all reasonable efforts to maintain the peace and protect persons and <br />property within said City. <br /> <br />SECTION 5. EFFECTIVE DATE <br /> <br />This ordinance shall be in full force and effect from and after its passage and <br />publication according to law. <br /> PASSED by the City.
