<br /> 1. Sales on Credit
<br /> Each licensee who sells a used motor vehicle
<br />directly or indirectly on credit shall disclose to the
<br />person purchasing such motor vehicle all charges
<br />~ayable, directly or indirectly by the person to whom
<br />the credit is given the following:
<br /> I. interest, time price differential.and any amount
<br /> payable under a system of additional charges. 2. Service Charge.
<br /> 3. Loan, fee, finders ~ee, commission, rebate or
<br />similar charge.
<br /> 4. Identification or credit-report fee.
<br /> 5. Premium or other charge for life, accident,
<br />health or other insurance, including commission or
<br />rebates.
<br /> m Storage _
<br /> No licensee shall ~se any public street in the City
<br />for storage of motor vehicles. n. Blan__k Contracts
<br /> No licensee shall obtain ~he signature of a pur-
<br />chaser to any '-blank contract, bill of sale or other
<br />writing or memorandum relating to the sale of motor
<br />vehicles.
<br /> o. Certification Required
<br /> No licensee or agent of such licensee shall sell a
<br />used motor' vehicle or rent a motor vehicle intended
<br />for use upon the public highways without first cer-
<br />tifying in writing that said used motor vehicle
<br />co, mplies with the requirements of Minnesota
<br />Statutes, Section 169 and that it is in condition and'
<br />repair to Fender, under norz-na[ use, satisfactory and
<br />adequate service u'pon the highway et the time of
<br />delivery.
<br /> p. Failure of Certification
<br /> Thefaiiure of the licensee'or his agent to deliver to
<br />the purc'~asar the certification required by this
<br />Section and the delivery'.of such certification
<br />knowing the same to be false or misleading shall.
<br />constitute a violation of this section. r. Previous Owner
<br /> It shall be unlawful for any licensee or agent of
<br />such licensee to refuse to furnish, upon request of a
<br />prespect]?e purchaser, the name of the previous
<br />owner of any used motor vehicle offered for sale. s. Applicability
<br /> The provision of this section shall apply to all sales
<br />whether or not the motor vehicle sold or advertised
<br />for sale is owned by such licensee, or whether he is
<br />. acting as an agent or consig nee for the owner._ t. Title
<br /> Licensee or his agent shall sell only used motor
<br />vehicles to which licensee has registered title; and it
<br />shall be unlawful for any licensee, or his agent, to
<br />lump or transfer title of any motor vehicle from any
<br />seller to licensee or his agent directly to any put.

<br /> In addition to revocation as provided by Section 8
<br />of this ordinance, the City Council may revoke any
<br />'license issued under this Ordinance, upon adequate
<br />notice and a hearing before the City Council, if
<br />requested, on the following grounds: I. Any violation of this ordinance.
<br /> 2. Revocation of used or second hand motor
<br />vehicle licenee by the State of Minnesota.
<br /> 3. Failure of continued occupancy of an
<br />established place of business.
<br /> 4. Material misstatement or-misrepresentation in
<br />application for license or renewal thereof.
<br /> 5. Failure to keep ~he li.censee's premises in an
<br />orderly~ aesthetically pleasing manner as prescribed
<br />by the L City Council and-or .' its designated
<br />representative. .' V. Penalties
<br /> Any violation of this Section is a misdemeanor and
<br />is subiect to all penalties for such violations under
<br />
<br /> b. Application
<br /> Application shall be made with the City Clerk on
<br />forms furnished by the City. The applicant shall
<br />provide such information as the City Council shall
<br />require.
<br /> c. Fees ·

<br /> Any violation of this Section is a misdemeanor and
<br />is sublect to all penalties for such violations under

<br /> SECTION 16. BILLIARDS
<br /> a. License Required
<br /> Nopersen shall oWnor maintain any Billiard Table
<br />in the City of Ramsey without obtaining a license
<br />therefor pursuant to the provisions of this o[dinance.
<br /> b. Application
<br /> Application shall be made with the City Clerk on
<br />forms furnished by the City. The appllce'nt shall
<br />provide such information as the City Council shall
<br />require.
<br /> C. Fees
<br /> The annual license fee and expiration date shall be
<br />as provided in Section 10 of this ordinance. d. Exemptions
<br /> Any person owning or maintaining a Billiard Table
<br />in a private home or apartment building shall be
<br />exempt from the requirements of lhls ordlnence.
<br /> e. Penalties
<br /> Any violation Of th is Section is a misdemeanor and
<br />is subiect to all penalties for such violations under
<br />the provisions of Section 12 o~f this ordinance.
<br /> SECTION 17. CIGARETTE SALES
<br /> a. License Required
<br /> No person shall sell, give away, barter, or expose
<br />for sale any cigarette, cigarette paper or wrappers
<br />at any 131ace within Ramsay, without having first
<br />obtained a license therefor as provided In this or-
<br />dinance.
<br /> b. Application
<br /> Any person desiring to obtain such a license shell
<br />apply in writing to the City Clerk stating his name,
<br />residence,'citizenship~ the location of p. remlses to be
<br />used for such sale, the nature end name of the
<br />business and pay at the time of making his ap.
<br />plication the required license fqe. The Clerk shell
<br />present such application to the ~ouncil at their next
<br />meeting for action. And, upon the granting of the
<br />license the Clerk shall issue to said applicant
<br />license which shall be kept posted,in a conspicuous
<br />place on applicant's premises.. c. Fee
<br /> Theannual license fee and expiration date shall be
<br />as provided in Section 10 of this ordinance. d. Penalties ,
<br /> Any violation of this Section is a misdemeanor and
<br />is subject to all penalties for such violations under
<br />the provisions of Section 12. of this ordinance.
<br />SECTION' 18. MUSIC FESTIVALS a. Definitions '
<br /> For the purpose of this Section Music Festivals
<br />shall mean and include any gathering of Individuals
<br />for th& purpose of participating in or attending a
<br />musical carnival, "rock" festival or like musical
<br />activity at which vocal or instrumental or bath vocal
<br />and instrumental music is provided by professional
<br />or amateur performers, or by pre.recorded means,
<br />and to Which gatherings members of the public are
<br />invited or admitted with o~ without the payment of
<br />admission charges in any form. b. License. Required
<br /> It shall be unlawful for any person, group of per-
<br />sons or entity to operate, conduct, maintaln, ad.
<br />vertise, sell or furnish tickets or other types of
<br />written authority to admission to a music festival In
<br />the City'of Ramsay unless a license to operate or
<br />conduct such festival shall have been Issued In the
<br />manner hereinafler described in lhls chapter. c. Fees
<br /> 'rt~e permit fee and expiration date shall be as
<br />provided in Section 10 o~.this ordinance. d. Application
<br /> Application for a license to conduct a music'
<br />festival shall be made in wriling to the City Clerk et
<br />least sixty (60)'days prior to the time Indicaled for
<br />the commencement of the music .festival. The
<br />plication shall be accompanied by a non.refundable
<br />application fee in the amount of Fifty Dollars
<br /> which be to the City of
<br /> and which said application shall contain the
<br />
<br /> responsibility the proposed music festival can be
<br /> held without violation of any of the provisions of this
<br /> ordinance. Within forty.five (4S) days after the filing
<br /> of a completed application, the City Council shall
<br /> comPlete Ils Invastlgatlens and shell notify the City
<br /> Clerk of their approval or disapproval of the Issuance
<br /> of a license. If the City Council approves the issuance
<br /> of a license, the City Clerk shall, after collecting the
<br /> teens provided in Section 10 of this ordinance, Issue
<br /> said license.. If the City Council disapproves the
<br /> Issuance of a Ilconee, no license shall be issued, and
<br /> therea~ons for such disapproval shall be stated in
<br /> writing with such notice of disapproval, a copy of
<br /> which shell be delivered to the aAollcant. J. Revocation
<br /> In addition to the provisions of Section 8 of this
<br /> ordinance, the City Council shall'have the right to
<br /> revoke any license Issued i~ursuanl to this Section
<br /> after a public hearing held after wrllten notice is
<br /> given to the licensee at least Iwenty.tour (24) hours
<br /> prior to sut:h hearing, for any of the following
<br /> ca u~es:
<br /> 1. The Ilconsae fails, neglects or refuses to fulfill
<br /> enyof the conditions imposed upon the granting of a
<br />
<br /> 2. The Ileensee fells, refuses or neglects to fulfill
<br /> any of the provisions of the proposed program or
<br /> plans.
<br /> 3. The licensee permits thee music festival.to be
<br /> conducted In a disorderly manner or allows any
<br /> peslon to remain on the premises while under the
<br /> Influence of Intoxicating liquor or any narcotics or
<br /> dangerous drug.
<br /> 4. The licensed violates, or attempts to violate, any
<br /> law of the State' and-or provisions.of this Chapter or
<br /> any other provlsioe~ of this ordinance.
<br /> 5. That the licensee has previously made a false,
<br /> rhlsleadlng or fraudulent statement of material fact
<br /> In the application for a license or in any other
<br /> document required pursuant to this Section. Written
<br /> notice of such revocelion shall be forwarded by the
<br /> City Clerk to the licensee at the address given in the
<br /> application. Such revocation shall become effective
<br /> Immediately after ordered'by the City Council. k. Suspension
<br /> The Clly Council may suspend operation and close
<br /> any music festival prior to the expiration of the
<br /> license granted under the provisions of this Or-
<br /> dinance In the event of the occurrence of a riot,
<br /> major disorder, or serious breach of the peace when,
<br /> in his opinion, It becomes necessary to prevent inlury
<br /> to person or persons and.or damage to property.
<br /> I. Participants
<br /> If th~ City COuncil shall es a condition of issuance
<br /> of the license, impose a limit en the number of
<br /> per~lls to be ~lmltted to the music festival and.or
<br /> requiring that only holders of tickets shall be ad.
<br /> miffed fo the premises en which the festival is to be
<br /> held, it shall be unlawful for the licensee, or any
<br /> agent or employee of the Ilcensoe:
<br /> 1. To allow, permit, or suffer the entrance to the
<br /> premises in which the music festival Is held, of any
<br /> pes3on who does not possess e ticket, except a peace
<br /> o~flcor or other public officer In the performance of
<br /> his duties;
<br /> 2. To sell, give, or distribute a greater number of
<br /> tickets tha~ the number aothorlzed by the City
<br /> Council;
<br /> 3;-T'o~allew, permit 01; suffer the admi'sslen of any
<br /> person to a music festival if such admission shall
<br /> result In a' greater number of parsons present than
<br /> authorized by the City Council; m. Exemption
<br /> Any parson, group of persons, or entity seeking to
<br /> hold, conduct, or operate a music festival, as that
<br /> lerm Is defined In Section 17a on real property
<br /> :~/ned, leased, rented er possessed by any public
<br /> entity, may be exempted from making application
<br /> fore Ileense, paying the application fee, provided the
<br />· Indernnlty bond and Ihe policy of public liability and
<br /> property damage Insurance required by Section ~7-f,
<br /> provided each of the following cendlflens is satisfied:
<br /> 1. The person, group of persons, or entity seeking
<br /> to hold, conduct, or operate a music festival makes
<br /> application in writing to the City Council for a per-
<br /> mit, bna form to bo provided by the City. Council, at
<br /> least five (5) days prior to the time Indicated for the
<br /> .commencement of the festival.
<br /> 2. The applicant sh&ll set forth Ihe day Or days, the
<br /> time which shall not exceed four (4) hours duration
<br /> on any one day between the hours of 10:00 a.m. and
<br /> ~0:00 p.m., and lhe place of the proposed festival,
<br /> and the name, residence address and telephone
<br /> number of Iho applicant and eech member of the
<br /> performlng musical group(s) Including their
<br />
