1 all mine pits, quarries, stockpiles, basins, processing structures and equipment, and any structures
<br /> 2 that drain or divert public waters to allow mining.
<br /> 3 Obstruction means any dam, wall, wharf, embankment, levee, dike, pile, abutment, projection, excavation,
<br /> 4 channel modification, culvert, building, wire, fence, stockpile, refuse, fill, structure, or matter in,
<br /> 5 along, across, or projecting into any channel, watercourse, or regulatory floodplain which may
<br /> 6 impede,retard, or change the direction of the flow of water,either in itself or by catching or collecting
<br /> 7 debris carried by such water.
<br /> 8 Off-premise advertising signs. Those signs that direct attention to a product, service, business, or
<br /> 9 entertainment venue that is not exclusively related to the premises where the sign is located.
<br /> 10 Off-street loading space means a space accessible from the street, alley or way, in a building or on the lot
<br /> 11 for the use of trucks while loading or unloading merchandise or materials. Such space shall be of
<br /> 12 such size as to accommodate one truck of the type typically used in the particular business and shall
<br /> 13 be exclusive of general public and employee parking spaces.
<br /> 14 On site means any location within the boundaries of a site.
<br /> 15 One hundred year floodplain means lands inundated by the regional flood.
<br /> 16 Open space means an area set aside for the preservation of natural open spaces to counteract the effects of
<br /> 17 urban congestion and monotony.
<br /> 18 Open space recreation uses means recreation use particularly oriented to and utilizing the outdoor character
<br /> 19 of any area; including hiking and riding trails, primitive campsites, campgrounds, waysides, parks
<br /> 20 and recreational areas.
<br /> 21 Operable motor vehicle means a vehicle that can be presented in a self-propelled condition within seven
<br /> 22 days of the city's request for such action.
<br /> 23 Ordinary high water level(OHWL). Having the meaning given under Minn. Stats. § 103G.005.
<br /> 24 Outdoor display means an area of land where goods are displayed and which are available for sale to the
<br /> 25 general public from inside a retail outlet or warehousing facility.
<br /> 26 Outdoor sales means an outdoor area where goods are sold and displayed for sale and is freely accessible
<br /> 27 to the public.
<br /> 28 Outdoor storage means the exterior storage of goods, inventory, materials,equipment, or other items which
<br /> 29 are not necessarily intended for sale nor accessible to the public.
<br /> 30 Outlot means a parcel that is not a developable piece of property unless re-platted in accordance with city
<br /> 31 ordinances.
<br /> 32 Owner means any person, firm or corporation, or any other legal entity, or a combination of any of them,
<br /> 33 having sufficient legal proprietary interest in the land sought to be subdivided to commence and
<br /> 34 maintain proceedings to subdivide the same under this chapter.
<br /> 35 Overlay district. A zoning district that is applied over one or more previously established zoning districts,
<br /> 36 establishing additional or stricter standards and criteria for covered properties in addition to those of
<br /> 37 the underlying zoning district. Overlay districts are often used to protect historic features and natural
<br /> 38 resources such as shoreland or floodplain.
<br /> 39 Parcel(MRCCA). Having the meaning given under Minn. Stats. § 116G.03.
<br /> 40 Parcel means an individual lot or tract of land.
<br /> 41 Park includes any city public spaces designated for recreation and/or conservation.
<br /> 42 Patio. A constructed hard surface located at ground level with no railings and open to the sky.
<br /> 43 Paved means a surface made of concrete, asphalt, pervious pavement, driveway quality pavers.
<br /> 44 Permitted use means a use which may be lawfully established in a particular district, provided it conforms
<br /> 45 with all requirements, regulations, and performance standards (if any) of such districts.
<br /> 46 Person means an individual, firm, partnership, association, corporation or organization of any kind.
<br /> 47 Personal Services means a retail business that provides a service rather than a product for sale. Examples
<br /> 48 of such uses are barbershops, salons, massage studios, body art studios, and photography studios.
<br /> 49 Pervious surface means a surface that permits the entry of water into the soil. Examples include lawns,
<br /> 50 planting beds and paving brick surfaces designed to infiltrate water into the underlying soils.
<br /> 51 Picnic shelter. A roofed structure open on all sides, accessory to a recreational use.
