1 impervious surfaces, excluding natural areas that are left undisturbed, whenever a building <br /> 2 permit is issued for the construction of a principal building. Alternatives to the import of <br /> 3 topsoil, such as compost or other soil amendments known to improve soil water holding <br /> 4 capacity may be permitted, but only with the prior approval of the city engineer. <br /> 5 b. Required ground cover. In all urbanized zoning districts all portions of a site not covered by <br /> 6 structures, concrete, or asphalt, but excluding natural areas that are left undisturbed, shall be <br /> 7 finished with sod and plantings, up to the edge of improved streets and other impervious <br /> 8 surfaces in adjacent rights-of way. Any alternative to the sod requirement shall require City <br /> 9 Council approval. The remainder of a yard may be established with sod, seed, natural ground <br /> 10 cover and/or native grasses and wildflowers. <br /> 11 (2) Irrigation. If a landscape irrigation system is provided, the system shall be equipped with the <br /> 12 following: <br /> 13 a. Technology that inhibits or interrupts operation of the irrigation system during periods of <br /> 14 sufficient moisture(rain sensor). <br /> 15 b. One or more water efficient technologies. This could include, but is not limited to, <br /> 16 waterSense labeled weather-based irrigation controllers, soil moisture sensors, and/or <br /> 17 evapotranspiration(ET) sensors. <br /> 18 (3) Existing trees. A reasonable attempt shall be made to preserve as many existing trees as is <br /> 19 practicable and incorporate them into a development. For each healthy significant tree retained <br /> 20 on site and not identified on the city's list of prohibited trees,one overstory tree,or the equivalent <br /> 21 canopy square footage, can be deducted from the minimum planting requirements. <br /> 22 (4) Planting types. Acceptable planting types shall be determined by the Ramsey Tree Book. The <br /> 23 complement of trees fulfilling the landscaping requirements shall not be less than 25 percent <br /> 24 deciduous and not less than 25 percent coniferous. Not more than 25 percent of the required <br /> 25 plantings shall consist of ornamental or understory trees. Projects should attempt to limit the <br /> 26 planting of any one genus to no more than 20 percent of the total plantings. <br /> 27 (5) Planting requirements for the R-IA, R-IB, R-1 C, and RR districts. <br /> Zoning District Planting Type Minimum Number Size <br /> Required <br /> R-1 A, R-1 B Overstory Deciduous 2 trees per dwelling, 1 inch caliper- <br /> and/or Coniferous planted in the boulevard(or deciduous <br /> trees front yard depending on 5 foot height- conifer <br /> available space) <br /> R-1 C Overstory Deciduous 1 tree per 50 feet of 1 inch caliper <br /> frontage, planted in the deciduous <br /> boulevard 5 foot height conifer <br /> RR Overstory Deciduous 2 trees per dwelling, 1 inch caliper- <br /> and/or Coniferous planted in the front yard deciduous <br /> trees 5 foot height conifer <br /> 28 <br /> 29 a. In the R-1 C district, alternative planting locations, such as the backyard or common areas,will <br /> 30 be considered if there is not sufficient space in the boulevard due to other improvements such <br /> 31 as driveways, streetlights, hydrants, etc. <br /> 32 (6) Planting requirements for the R-2 and R-3 Districts. <br /> 33 a. If the housing product is a detached style, the plantings shall consist of at least one tree per 50 <br /> 34 feet of street frontage, planted in the boulevard. <br /> 35 1. Alternative planting locations, such as the backyard or common areas, will be considered <br /> 36 if there is not sufficient space in the boulevard due to other improvements such as driveway, <br /> 37 streetlights, hydrants, etc. <br /> Page 59 of 141 <br />
