1 (1) Purpose. To establish standards that sustain and enhance the biological and ecological 2 functions of vegetation; preserve the natural character and topography of the MRCCA; and 3 maintain stability of bluffs and steep slopes and ensure stability of other erosion-prone areas. 4 (2) Applicability. This section applies to: 5 a. Shore impact zones; 6 b. Areas within 50 feet of a wetland or natural drainage way; 7 C. Bluff impact zones; 8 d. Areas of native plant communities; and 9 e. Significant existing vegetative stands identified in the MRCCA plan. 10 (3) Activities allowed without a vegetation permit. 11 a. Maintenance of existing lawns, landscaping and gardens; 12 b. Removal of vegetation in emergency situations as determined by the City of Ramsey; 13 C. Right-of-way maintenance for public facilities; 14 d. Agricultural and forestry activities; 15 e. Selective vegetation removal,provided that vegetative cover remains consistent with the 16 management purpose of the MRCCA District, including: 17 1. Vegetation that is dead, diseased, dying, or hazardous; 18 2. To prevent the spread of diseases or insect pests; 19 3. Individual trees and shrubs; and 20 4. Removal of invasive non-native species. 21 (4) Activities allowed with a vegetation permit. 22 a. The following intensive vegetation clearing activities are allowed with a vegetation 23 permit: 24 1. Clearing of vegetation that is dead, diseased, dying, or hazardous. 25 2. Clearing to prevent the spread of diseases or insect pests. 26 3. Clearing to remove invasive non-native species. 27 4. Clearing to prepare for restoration and erosion control management activities 28 consistent with a plan approved by City of Ramsey. 29 5. The minimum necessary for development that is allowed with a building permit or 30 as an exemption under section 920(L). 31 b. Conditions of vegetation permit approval: 32 1. Development is sited to minimize removal of or disturbance to natural vegetation; 33 2. Soil, slope stability, and hydrologic conditions are suitable for the proposed work 34 as determined by a professional engineer or City of Ramsey; 35 3. Clearing is the minimum necessary and designed to blend with the natural terrain 36 and minimize visual impacts to public river corridor views; 37 4. Any native plant communities removed are replaced with vegetation that provides 38 equivalent biological and ecological functions consistent with an approved 39 vegetation restoration plan. If replaced, priorities for restoration are stabilization 40 of erodible soils, restoration or enhancement of shoreline vegetation, and 41 revegetation of bluffs or steep slopes visible from the river; 42 5. All other vegetation removed is restored with natural vegetation to the greatest 43 extent practicable consistent with an approved vegetation restoration. 44 6. Any disturbance of highly erodible soils is replanted with deep-rooted vegetation 45 with a high stem density; 46 7. Vegetation removal activities are conducted so as to expose the smallest practical 47 area of soil to erosion for the least possible time; 48 8. Areas of vegetation restoration priorities identified in the MRCCA plan are 49 restored, if applicable; and 50 9. Any other condition determined necessary to achieve the purpose of this section. 51 (5) Prohibited activities. All other intensive vegetation clearing is prohibited. 52 (6) Vegetation restoration plan. Page 98 of 141
