Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #23-296 <br />A RESOLUTION APPROVING A SITE PLAN, FINAL PLAT, AND <br />DEVELOPMENT AGREEMENT FOR STORYTELLER CAFE <br />WHEREAS, Stories Foundation, hereinafter referred to as the "Developer", has properly <br />applied for Site Plan and Final Plat approval for Storyteller Cafe, located on the property <br />legally described as OUTLOT B, COR STONE BROOK ACADEMY, Anoka County, <br />Minnesota ("Subject Property"). <br />WHEREAS, the Subject Property is zoned COR, which is a mixed -use zoning designation <br />and guided as such in the 2040 Comprehensive Plan; and <br />WHEREAS, the Developer purchased the Subject Property from the City of Ramsey in 2021; <br />and <br />WHEREAS, the Planning Commission and City Council previously reviewed and approved <br />the project in April, 2021; and <br />WHEREAS, previous approvals expired prior to initiating construction and therefore, the <br />Applicant submitted a new Land Use Application and plans on November 7, 2023; and <br />WHEREAS, live -work units, which are proposed as part of this project, require either a <br />Conditional Use Permit or a Zoning Amendment to rezone the Subject Property from COR-2 to <br />COR-1, where live -work units are permitted; and <br />WHEREAS, the City Council reviewed and approved/denied the request on December 12, <br />2023. <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />That the Ramsey City Council hereby grants approval of the Site Plan, Final Plat, and Development <br />Agreement for Storyteller Cafe on the Subject Property in accordance with relevant City Codes, <br />subject to the following: <br />1. That the Developer enter into a Development Agreement with the City. <br />2. Final legal form approved by the City Attorney. <br />3. Compliance with Staff comments as noted in ProjectDox. <br />4. That a separate building permit and sign permit(s) are required. <br />5. Securing all other necessary permits from other agencies and providing a copy of said <br />permits the City. <br />
