2. 1. <br /> CC Regular Session <br /> Meeting Date: 11/28/2023 <br /> Primary Strategic Plan Initiative: Not Applicable <br /> Information <br /> Title: <br /> 2023 Pothole Patching Update <br /> Purpose/Background: <br /> Last Winter the Twin Cities metro area received 90.3-inches of snow, which according to DNR data is the third <br /> largest seasonal snowfall total in recorded history(since 1884). Last Winter/Spring the number of complaints <br /> received regarding potholes on City streets increased significantly from years past. Staff therefore had to quickly <br /> develop a temporary pavement repair plan to address this issue. <br /> Upon inspecting all City streets after the snow melted last Spring, staff developed a plan to hire contractors to <br /> perform temporary pavement repairs to augment the pavement patching work that City staff would not be able to <br /> complete due to the magnitude of the issue and the need for staff to complete other duties that must be performed <br /> annually. Staff s plan identified three types of temporary pavement repair work to most cost-effectively maintain <br /> pavement on City streets,many of which were programmed for Pavement Management Program projects (street <br /> reconstructions and pavement overlays) over the next 10 years as identified in the City's 10-year Capital <br /> Improvement Program(CIP), as well as other streets not yet included in the 10-year CIP. The three temporary <br /> pavement repair types targeted for City streets included standard patching of potholes deeper than 2-inches, spray <br /> patching of potholes 2-inches deep or less, and 2-inch mill and overlay improvements for critical areas with <br /> extensive pavement damage in concentrated areas resulting in public safety concerns, frequent calls for service, <br /> and claims of vehicle damage. <br /> Staff will present a brief update summarizing the temporary pavement patching work completed on City streets in <br /> 2023 by contracted services and City staff including; <br /> •locations and mileages of streets that received temporary pavement repairs, <br /> •costs, <br /> •comparisons to previous years, <br /> •anticipated durability of the repairs, and <br /> •public feedback. <br /> Lastly, staff will discuss lessons learned in 2023 and actions staff is taking and plan to implement to be better <br /> prepared next Spring, if needed. <br /> Attachments <br /> No files) attached. <br /> Form Review <br /> Inbox Reviewed By Date <br /> Brian Hagen Brian Hagen 11/22/2023 09:30 AM <br /> Form Started By:Bruce Westby Started On: 11/21/2023 03:55 PM <br /> Final Approval Date:11/22/2023 <br />
