1 (B) In their interpretation and application, the provisions of this subdivision shall be held to be minimum <br />2 requirements, and shall not be deemed a limitation or repeal of any powers or rights granted by <br />3 Minnesota Statutes. <br />4 (C) It is not intended by this subdivision to repeal, abrogate, or impair any existing easement, covenants, <br />5 deed restrictions, or land use controls. Where this subdivision imposes greater restrictions, the <br />6 provisions of this subdivision shall prevail. <br />7 (D) Compliance. The use of any land within the Scenic River Land Use District; the size and shape of <br />8 lots; the use and location of structures on lots; the installation and maintenance of water supply and <br />9 waste disposal facilities; the filling, grading, lagooning, or dredging of any river area; the cutting of <br />10 vegetation or alteration of the natural topography within the district; and the subdivision of land shall <br />11 be in full compliance with the teinis of this subdivision and other applicable regulations. Permits <br />12 from the zoning authority are required by this Code, for the construction of buildings, public or <br />13 private water supply and sewage treatment systems, the grading and filling of the natural topography, <br />14 and erection of signs within the Scenic River Land Use District of the Rum River. <br />15 <br />16 952 District Application <br />17 (A) The Scenic River Land Use District of the Rum River, within the city, is divided into two areas along <br />18 the line between the North and South half of Section 19, Township 32, Range 24. South of that line <br />19 shall be classified as an urban district; and north of that line shall be classified as a rural district. <br />20 (B) The Scenic River Land Use District shall be shown on the official zoning map, as shall the urban and <br />21 rural area portions of the district contained therein. <br />22 (C) The provisions of Minn. Rules pts. 6105.0010-6105.0250 shall apply within the Scenic River Land <br />23 Use District, as specified in the Minn. Rules pts. 6105.1400-6105.1500. Where the provisions of <br />24 this Code are in conflict with Minn. Rules pts. 6105.1400-6105.1500, the provisions of Minn. Rules <br />25 pts. 6105.1400-6105.1500 shall apply. Copies of Minn. Rules pts. 6105.0010-6105.0250 and <br />26 6105.1400-6105.1500 shall be kept on file in the office of the administrator. <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />953 Scenic River Protection Overlay District Uses <br />(A) Urban area. The urban area of the Scenic River Land Use District is designated the Urban Area <br />Overlay District. <br />(1) Permitted uses are all permitted uses allowed and regulated by the applicable zoning district <br />underlying the urban area overlay district, as indicated on the official zoning map of the city, <br />except that public roads, utility crossings, and all private and commercial recreation uses shall <br />be conditional uses. <br />(2) Conditional uses are all conditional uses and applicable attached conditions allowed and <br />regulated by the applicable zoning district underlying the urban area overlay district, as <br />indicated on the official zoning map of the city. <br />(B) Rural areas. The uses allowed within the rural area of the Rum River Scenic Land Use District shall <br />be those brescribed for a Scenic River Minn.
