1 The following residential districts (UR, RR, R-1A, R-1B, R-1C, R-2, and R-3) are hereby established <br />2 according their purpose and the intent of the Comprehensive Plan. Collectively, these districts are herein <br />3 this chapter called "residential districts." For zoning districts expected to be served by municipal sanitary <br />4 sewer and water (R-1A, R-1B, R-1C, R-2, and R-3), these districts are herein collectively called "urbanized <br />5 districts." <br />6 <br />7 411 MR —MUSA Reserve District <br />8 (A) Purpose. The intent of this district is to preserve areas where municipal urban services are planned, <br />9 as shown on the approved Comprehensive Plan, but not yet available or when significant <br />10 infrastructure is planned, but not yet funded and constructed. The large minimum lot area will retain <br />11 these lands in their natural state or as agricultural uses until sanitary sewer, water, streets, and other <br />12 public infrastructure is available and new development occurs. This will allow orderly development <br />13 to occur. The purpose of this district is to provide a holding zone until a landowner/developer makes <br />14 application for development, at which time the City may rezone the affected property consistent with <br />15 its designation in the Comprehensive Plan, provided that the development does not result in the <br />16 premature extension of public utilities, facilities, and services. <br />17 (B) Application — This district shall be applied to properties within the MUSA as shown on the current <br />18 Comprehensive Plan where sanitary sewer and water infrastructure is not currently available. The <br />19 City Council shall consider the Comprehensive Plan's Staging Plan when rezoning property to one <br />20 of the urbanized districts. <br />21 <br />22 412 RR — Rural Residential District <br />23 (A) Purpose. The intent of this district is to accommodate single-family dwelling units outside of the <br />24 Metropolitan Urban Service Area. All lots located within the rural residential district are intended be <br />25 served with individual septic systems and wells. <br />26 (B) Application — This district shall be applied to properties outside the MUSA as shown on the current <br />27 Comprehensive Plan guided Rural Developing where municipal sanitary sewer and water <br />28 infrastructure is not planned. <br />29 <br />30 413 R-1A —Single-Family Residential District <br />31 (A) Purpose. The purpose of this urbanized district is to accommodate single-family dwelling units on <br />32 suitable land and shall be serviced by sanitary sewer and municipal water. <br />33 (B) Application — This district shall be applied to properties guided Low Density Residential within the <br />34 MUSA as shown on the current Comprehensive Plan where sanitary sewer and water infrastructure <br />35 is available. <br />36 <br />37 414 R-1B—Single-Family Residential District <br />38 (A) Purpose. The purpose of this urbanized district is to accommodate single-family dwelling units on <br />39 suitable land and shall be serviced by sanitary sewer and municipal water. <br />40 (B) Application — This district shall be applied to properties guided Low Density Residential within the <br />41 MUSA as shown on the current Comprehensive Plan where sanitary sewer and water infrastructure <br />42 is available. <br />43 <br />44 415 R-1C—Single-Family Residential District <br />45 (A) Purpose. The purpose of this urbanized district is to accommodate detached residential dwelling <br />46 units on suitable land and shall be serviced by sanitary sewer and municipal water. <br />47 (B) Application — This district shall be applied to properties guided Low Density or Medium Density <br />48 Residential within the MUSA as shown on the current Comprehensive Plan where sanitary sewer and <br />49 water infrastructure is available. <br />50 <br />51 416 R-2—Medium Density Residential District <br />Attachment A — Ordinance #23-14 <br />Page 46 of 141 <br />
