1 the highest architectural and design standards to encourage pedestrian mobility and street <br />2 activity. In order to contribute to an active pedestrian environment, each block within the COR- <br />3 1 subdistrict shall include at least two of the following uses: commercial, office, civic and/or <br />4 residential use. <br />5 (2) COR-2 (COR-2a and 2b) commercial subdistrict. The COR-2 commercial subdistrict is <br />6 designated to provide a location for retail commercial that has building and/or site designs <br />7 inconsistent with the COR-1 subdistrict, including larger scale retail and other auto -oriented <br />8 commercial uses. Such uses tend to benefit from direct highway access and good visibility, and <br />9 may have market areas that extend beyond the community. These commercial and auto- <br />10 oriented uses shall be clustered in compact identifiable areas and not present the look of typical <br />11 strip suburban development. Buildings shall be designed with a pedestrian orientation and <br />12 relationship to the primary street that is compatible with the adjacent COR-1 subdistrict. The <br />13 COR-2 subdistrict is further defined by a COR-2b subdistrict that allows for additional <br />14 flexibility in allowing larger -scale retail that is intended to anchor the development and support <br />15 the mixed -uses within the development. <br />16 (3) COR-3 workplace subdistrict. The workplace area is intended to accommodate medical and <br />17 technology -related office and research uses, as well as other office uses and ancillary retail and <br />18 service uses designed to support serve employees and office visitors. Uses with high <br />19 concentrations of employees are most desirable. <br />20 (4) COR-4 (COR-4a, COR-4b and COR-4c) neighborhood subdistrict. The neighborhood <br />21 subdistrict is intended to include a full range of housing types, from small -lot single-family <br />22 detached to high -density senior and general apartments, as well as a limited number of small- <br />23 scale retail and office uses at appropriate locations (i.e., at corners). Neighborhood design <br />24 incorporates many traditional single-family neighborhood features such as alleys, carriage <br />25 houses (secondary units), front porches, and traditional street lighting. Neighborhoods shall be <br />26 designed with suitable transitions between different housing types, and with well -integrated <br />27 open space and natural amenities within walking distance of all homes. Traditional <br />28 neighborhood design of streets, sidewalks and paths provide easy pedestrian mobility <br />29 throughout the subdistrict. Protection of natural areas and corridors that link the natural <br />30 environment to everyday life is emphasized in this area. The COR-4 subdistrict is further <br />31 defined into three categories according to the residential net density: <br />32 a. The COR-4a subdistrict is the lowest density area in the COR-4 district allowing up to <br />33 ten dwelling units per acre. <br />34 b. The COR-4b subdistrict is the medium density area in the COR-4 district allowing up to <br />35 15 dwelling units per acre. This area is located along higher volume roadways within the <br />36 COR and along its perimeter. <br />37 c. The COR-4c subdistrict shall provide the highest densities in the COR-4 District <br />38 requiring a minimum of 15 dwelling units per acre. This area is adjacent to the mixed- <br />39 use core. <br />40 <br />41 (5) General development standards. All development within the COR district shall meet the COR <br />42 Development Framework that is incorporated into this chapter by reference, as amended by the city <br />43 council on November 27, 2012. These standards will be used by the city as the minimum requirements <br />44 for evaluating development proposals and site plans. However, the standards are not intended to <br />45 restrict creativity in design. An applicant may request modification or waiver of any standard in favor <br />46 of an alternate approach that will achieve the same design objective.
