Councilmember Woestehoff introduced the following resolution and moved for its adoption: <br /> RESOLUTION#23-289 <br /> RESOLUTION APPROVING PARTIAL PAYMENT NO. 2 TO NORTH VALLEY, INC. <br /> OF NOWTHEN, MINNESOTA FOR IMPROVEMENT PROJECT #23-06; 2023 MSA <br /> PAVEMENT OVERLAY IMPROVEMENTS <br /> WHEREAS, the City of Ramsey proposes to overlay the pavement on numerous <br /> Municipal State Aid (MSA) street segments in 2023 as identified within the 2023 —2032 Capital <br /> Improvement Program; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution 422-250, adopted November <br /> 71h, 2022, the City Council accepted and awarded the proposal to Bolton & Menk, Inc., for <br /> topographic survey of the project area; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution 422-287, adopted December <br /> 13, 2022, the City Council ordered the City Engineer to prepare plans and specifications for <br /> Improvement Project 423-06, 2023 MSA Pavement Overlay Improvements; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-083, adopted April 25, <br /> 2023, the City Council approved adding streets within the Rivenwick 3rd and Rivenwick Village <br /> subdivisions to Improvement Project 423-06; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-141, adopted June 27, <br /> 2023, the City Council approved plans and specifications as prepared by the City Engineer and <br /> authorized advertisement for bids for said improvement; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-169, adopted July 25, <br /> 2023, a contract was awarded to North Valley, Inc. of Nowthen, Minnesota, in the amount of <br /> $498,917.55 for construction and said improvements; and <br /> WHEREAS, as of November 28, 2023 $426,316.47 has been paid to date; and <br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and <br /> recommends partial payment No. 2 to North Valley,Inc., of Nowthen, Minnesota for improvement <br /> project 423-06, 2023 MSA Pavement Overlay Improvements in the amount of$81,551.82. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> 1) The City Council hereby authorizes partial payment No. 2 to North Valley, Inc. of <br /> Nowthen, Minnesota for Improvement Project 423-06, 2023 MSA Pavement Overlay <br /> Improvements in the amount of$81,551.82. <br />
