Councilmember Woestehoff introduced the following resolution and moved for its adoption: <br /> RESOLUTION #23-291 <br /> RESOLUTION APPROVING PARTIAL PAYMENT NO. 2 TO ASPHALT SURFACE <br /> TECHNOLOGIES CORP. OF SAINT CLOUD, MINNESOTA FOR IMPROVEMENT <br /> PROJECT #23-04; 167TH AVENUE RECONSTRUCTION <br /> WHEREAS, the City of Ramsey Proposes to reconstruct 167 h Avenue between Nowthen <br /> Boulevard (County State Aid Highway 5) and Saint Francis Boulevard (Trunk Highway 47) in <br /> 2023 as identified within the 2023-2032 10-Year Capital Improvement Program: and <br /> WHEREAS, pursuant to Ramsey City Council resolution 422-130, adopted June 14d', <br /> 2022, the City Council accepted and awarded the proposal to Bolten & Menk, Inc., for <br /> Topographic Survey of the project area; and <br /> WHEREAS, pursuant to Ramsey City Council resolution 422-201, adopted August 23rd <br /> 2022, the City Council ordered the City Engineer to prepare plans and specifications for <br /> Improvement Project 423-04; and <br /> WHEREAS, pursuant to Ramsey City Council resolution 422-204, adopted August 23rd <br /> 2022, the City Council accepted the proposal of Haugo Geotechnical Services to complete <br /> geotechnical evaluations for Improvement Project 423-04; and <br /> WHEREAS, pursuant to Ramsey City Council resolution 422-270, adopted November <br /> 22nd, 2022, the City Council accepted the proposal of Bolton & Menk, Inc. to prepare final plans <br /> and specifications for Improvement Project 423-04; and <br /> WHEREAS, pursuant to Ramsey City Council resolution 423-070, adopted March 28 h <br /> 2023, the City Council authorized entering into a contract with Braun Intertec to prepare a <br /> stabilized full-depth reclamation mix design for Improvement Project 423-04; and <br /> WHEREAS, pursuant to Ramsey City Council resolution 423-114, adopted May 23rd <br /> 2023, the City Council approved plans and specifications and authorized advertising bids for <br /> improvement Project 423-04; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-148 adopted on June 27, <br /> 2023 a contracted was awarded to Asphalt Surface Technologies Corp. of Saint Cloud, <br /> Minnesota, in the amount of$1,511,455.59 for said improvements; and <br /> WHEREAS, as of November 28, 2023 $322,570.99 has been paid to date; and <br />
