Councihnember Cook inquired if the development policy would only include residential <br />development. <br /> <br />Principal City Engineer Olson replied that it would include all areas. Staff would like to <br />designate a couple of engineers to assist the City and have a constant relationship and knowledge <br />of the City. <br /> <br />Mayor Gamec noted that they have done that in the past to relieve the pressures on the City <br />Engineer. <br /> <br />Councihnember Cook stated that he would be in favor of the City taking a closer look at <br />infi'astructure to make sure that everything matches up. <br /> <br />Councihnember Elvig stated that the City currently has a very strong growth rate and in the <br />private sector in order to have a strong growth rate you have to have cash and materials. The <br />problem the City faces is that the LGA and HACA funds have been reduced to the tune of a <br />million dollars. The City is going to have to grow their way out of this situation by keeping costs <br />down as long as they can until they can get the cash to pick up. That being said he could agree to <br />that there is a quality issue as well and the quality issue long term could be very costly. He stated <br />that they needed to analyze the differences. <br /> <br />Principal City Engineer Olson explained that the City would be asking for the developer to pay <br />for the City to hire an engineer. <br /> <br />Councilmember Elvig replied that that was terrific. The problem he has is that it is very hard to <br />manage and they need to put ground rules on how much they spend on the subcontractor. <br />Possibly they could do that by setting a limit on the amount of building that can occur each year. <br /> <br />City Administrator Norman noted that if the Council starts talking about restrictions of growth <br />while they are discussing the future of Town Center, there might not be a Town Center. <br /> <br />Councilmember Strommen noted that she was not talking about stopping development at a <br />certain number but having a vision in mind. <br /> <br />Councilmember Elvig stated that the strategic plan helps staff by estimating the amount of work <br />that might be needed. <br /> <br />Councilmember Strommen suggested that they identify what the goals are and how they are <br />going to handle those goals. <br /> <br />Principal City Engineer Olson verified that the Council was not saying that they would cut off <br />development if they were to go over that percentage. <br /> <br />Councilmember Strommen replied that that was correct. <br /> <br />City Council Work Session/March 4, 2003 <br /> Page 13 of 16 <br /> <br /> <br />
