Mr. Bosacker stated that Mr. Feges from the Ramsey Town Center LLC group has indicated that <br />the master plan for the site will drive what they can do with the school. It has been his <br />understanding that as the approval process for the Town Center site is ending, their project can be <br />added. The school is not asking to come in ahead of that process. <br /> <br />Councihnember Strommen inquired if the information on the master plan was going to be <br />available to meet the timeline. <br /> <br />Mr. Bosacker replied that that is one of the risks they are facing. <br /> <br />Councilmember Elvig stated that it sounds like the school is something they would like to have <br />in the community and something the Town Center developer sees as a great value to his project, <br />which is very encouraging. As a Councilmember, he would like to support the school, but he did <br />not think that he could make a solid decision at this point without further information. <br /> <br />Mayor Gamec inquired if the Council was in favor of the school being built in the City of <br />Ramsey. <br /> <br />Majority consensus was that they would be in favor of the PACT school being constructed in the <br />City of Ramsey. <br /> <br />Councihnember Strommen stated that she was in favor of the school, but she was not in favor of <br />looking at only one small parcel on the Town Center site. <br /> <br />Councilmember Zimmerman inquired if another school would request to build in the City of <br />Ramsey would they be able to treat them the same as they would be treating the PACT Charter <br />school. He questioned if the City would be holding bonds for the school. <br /> <br />Mr. Bosacker replied that the present financing direction would be for the City to hold bonds for <br />the school. <br /> <br />Councilmember Zimmerman inquired if they would be able to do the same for another school. <br /> <br />City Administrator Norman explained that the type of bonding they are talking about is revenue <br />based and has no impact on the City's debt limit. There are only a few bonds or debts that the <br />City can take that goes towards the debt limit. Next month a new school could come in and they <br />could make the same deal. <br /> <br />Councilmember Cook noted that the City would not be liable for the debt. <br /> <br />Councilmember Zimmerman inquired if the debt would be private or public. <br /> <br />Councilmember Cook replied that either way it is public because it is a public school. <br /> <br />City Council Work Session/March 4, 2003 <br /> Page 5 of 16 <br /> <br /> <br />
