don't have such as a Class 8 truck. Mr. Bouten has been in business for 15 years and he tows for <br />Dayton and Champlin, and has never had the need for such equipment. He would like the <br />Council to look over the proposal carefully and decide what is necessary. <br /> <br />Mayor Gamec replied that they as a Council don't get involved with towing cars, the person he <br />should be talking to is Chief Way. <br /> <br />Mr. Bouten stated that the request for proposal deadline is coming up soon and he is in <br />disagreement with the request. He noted that there are a couple of other companies that are <br />interested in the contract, and they are located outside the City of Ramsey. <br /> <br />Mayor Gamec replied that Mr. Bouten should be dealing with the Police Department on the issue <br />because the Police Department put the proposal together. <br /> <br />Mr. Bouten stated that he thought the Council made the final decision. <br /> <br />Mayor Gamec replied that that was correct. <br /> <br />Mr. Bouten inquired if the Council educated themselves on the issue. <br /> <br />Councihnembers responded that they did want to review the request for proposal. <br /> <br />City Attorney Goodrich advised Mr. Bouten to submit his proposal and to include in his proposal <br />what he is in disagreement with. At the present time, the Council does not have the information <br />before them, but when the proposals are reviewed by the Council, Mr. Bouten will have an <br />opportunity to speak. <br /> <br />Mr. Bouten stated that he can educate the Council on how towing works. He explained that the <br />proposal was designed for Maple Grove to remove a guy who purchased a tow truck who thought <br />he could handle the City's towing. <br /> <br />Councilmember Kurak stated that she thought when a committee makes a recommendation to go <br />out for a request for proposal it would still have to come before the Council for authorization. <br /> <br />City Attorney Goodrich noted that the issue was on a previous City Council consent agenda. He <br />noted that no decision has been made at this point other than requesting proposals. <br /> <br />Councihnember Elvig stated that when the Councilmembers have the paperwork they would <br />probably have their own questions. <br /> <br />Mr. Bouten requested that the Council table the due date until the Council has time to review the <br />request for proposal document. <br /> <br />Mayor Gamec replied that the Council would be the one making the final decision on the <br />contract. <br /> <br />City Council/March 11, 2003 <br /> Page 3 of 23 <br /> <br /> <br />
