5. 5. <br /> CC Regular Session <br /> Meeting Date: 12/12/2023 <br /> Primary Strategic Plan Initiative: <br /> Information <br /> Title <br /> Approve Joint Powers Agreement with Anoka County for Regional SWAT team <br /> Purpose/Background: <br /> Ramsey Police Department staff is recommending that the City of Ramsey enter into a Joint Powers Agreement <br /> (JPA)with other Anoka County Law Enforcement Agencies to formally create and establish the Anoka County <br /> Special Weapons and Tactics (SWAT) Team. This will be a multi-agency organization consisting of agencies in <br /> Anoka County, including Anoka County Sheriff's Office, the Cities of Anoka, Blaine, Columbia Heights, Coon <br /> Rapids, Fridley, Ramsey, and Lino Lakes. This multi-agency organization will provide joint responses to critical <br /> incidents and high-risk events where there is a significant risk of criminal violence. Officers assigned to the <br /> SWAT team are only called out as needed and this is not a full-time assignment. The Ramsey Police Department <br /> has budgeted for up to two officers in 2024 to be assigned to a multi-agency SWAT team. This includes costs <br /> related to equipment and training, as well as personnel costs such as overtime. <br /> The Ramsey Police Department had five officers try out for this team in October 2023, and two have been <br /> selected(limited to two per 2024 budget). There was a physical agility test, a firearms test, and an oral interview. <br /> The City Attorney has reviewed the JPA and did not have any concerns, additions, or corrections. <br /> Funding Source: <br /> Included in 2024 Ramsey Police Department Budget <br /> Recommendation: <br /> Staff is recommending entering into a Joint Powers Agreement to become part of the Anoka County Special <br /> Weapons and Tactics Team. <br /> Action: <br /> Motion to Authorize the Mayor, City Administrator and Police Chief to enter into a Joint Powers Agreement with <br /> Anoka County for establishment and participation in an Anoka County Special Weapons and Tactics Team. <br /> Attachments <br /> JPA- SWAT <br /> Signature Page <br /> Form Review <br /> Inbox Reviewed By Date <br /> Brian Hagen Brian Hagen 12/06/2023 12:13 PM <br /> Form Started By:Jeff Katers Started On: 12/04/2023 11:43 AM <br /> Final Approval Date: 12/06/2023 <br />
