SECTION 12 Drug Free Workplace Policy <br /> DRUG FREE WORKPLACE <br /> In accordance with federal law, the city of Ramsey has adopted the following policy on drugs in <br /> the workplace: <br /> A. Employees are expected and required to report to work on time and in appropriate mental <br /> and physical condition. It is the city's intent and obligation to provide adrug-free, safe and <br /> secure work environment. <br /> B. The unlawful manufacture, distribution, possession, or use of drugs on city property or <br /> while conducting city business is absolutely prohibited. Violations of this policy will result <br /> in disciplinary action, up to and including termination, and may have legal consequences. <br /> C. The city recognizes drug abuse as a potential health, safety, and security problem. <br /> Employees needing help in dealing with such problems are encouraged to use their health <br /> insurance plans, as appropriate. <br /> D. Employees must, as a condition of employment, abide by the terms of this policy and must <br /> report any conviction under a criminal drug statute for violations occurring on or off work <br /> premises while conducting city business. A report of the conviction must be made within <br /> five days after the conviction as required by the Drug-Free Workplace Act of 1988. <br /> Drug, Alcohol and Cannabis Testing and the Drug-Free Workplace <br /> Act <br /> Policy for Non-Commercial Drivers (Non-DOT) <br /> Purpose and Objectives <br /> The city of Ramsey ("city") has a vital interest in maintaining safe, healthful, and efficient <br /> working conditions for employees, and recognizes that individuals who are impaired because of <br /> drugs and/or alcohol jeopardize the safety and health of other workers as well as themselves. The <br /> city of Ramsey does not intend to intrude into the private lives of its employees, but strongly <br /> believes that a drug, alcohol and cannabis-free workplace is in the best interest of employees and <br /> the public alike. Alcohol, drug, and cannabis abuse can cause unsatisfactory job performance, <br /> increased tardiness and absenteeism, increased accidents and workers' compensation claims, <br /> higher insurance rates, and an increase in theft of city property. The city of Ramsey 's Drug, <br /> Alcohol and Cannabis Testing Non-DOT policy has been established for the purpose of <br /> providing a safe workplace for all. <br /> City employees and applicants required to hold a commercial driver's license by the United <br /> States Department of Transportation ("DOT") for their job will be tested under the city's Policy <br /> on Controlled Substance and Alcohol Testing for Commercial Drivers (the "DOT Policy"). All <br /> other employees and job applicants offered employment with the city must undergo testing as <br /> described by this policy. <br /> To ensure the policy is clearly communicated to all employees and applicants to whom offers of <br /> employment have been made, and to comply with state law, employees and applicants are <br /> 981Page <br />
