I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />PC CASE # <br /> <br /> UNPAID LEAVE OF ABSENCE FOR <br />POLICE DEPARTMENT RECORDS MANAGER <br />By: David Gustafson, Police Chief <br /> <br />Background: <br /> <br />Police Department Records Manager Arlene Stafford has requested an extended period of time <br />off work from January 6, 2000, until March 9, 2000. She will have five weeks vacation and <br />holiday time available to her during that time, leaving the need for a four-week leave of absence <br />without pay. <br /> <br />The City's Personnel Policy allows for such time off providing the employee's Department <br />Head, the City Administrator, and the City Council approves the request. It is understood by the <br />employee that insurance premiums normally paid by the City would be her responsibility during <br />any period of unpaid leave and that the City would pay no retirement benefits during that period. <br /> <br />The part-time office employee in the Police Department has agreed to work nearly a full-time <br />schedule during this period with the understanding that she would return to her normal 20 hours <br />per week upon the Record Manager's return in March 2000. There would be no negative budget <br />impact as a result of these extra part-time hours, in that the full-time employee would be unpaid <br />during a portion of her time off. <br /> <br />Staff Recommendation: <br /> <br />Staff is recommending the request of unpaid leave be granted. <br /> <br />Committee Action: <br /> <br />Motion to recommend that City Council approve the request of Police Department Records <br />Manager Arlene Stafford for four weeks of unpaid leave. <br /> <br />Reviewed by: <br /> <br />Police Chief <br />City Administrator <br /> <br />Copies also distributed to: <br /> <br />PD Records Manager <br />PD Part-time Office Employee <br /> <br />PC: 12/14/99 <br /> <br /> <br />
