I I I I I I I I I I I PC CASE # UNPAID LEAVE OF ABSENCE FOR POLICE DEPARTMENT RECORDS MANAGER By: David Gustafson, Police Chief Background: Police Department Records Manager Arlene Stafford has requested an extended period of time off work from January 6, 2000, until March 9, 2000. She will have five weeks vacation and holiday time available to her during that time, leaving the need for a four-week leave of absence without pay. The City's Personnel Policy allows for such time off providing the employee's Department Head, the City Administrator, and the City Council approves the request. It is understood by the employee that insurance premiums normally paid by the City would be her responsibility during any period of unpaid leave and that the City would pay no retirement benefits during that period. The part-time office employee in the Police Department has agreed to work nearly a full-time schedule during this period with the understanding that she would return to her normal 20 hours per week upon the Record Manager's return in March 2000. There would be no negative budget impact as a result of these extra part-time hours, in that the full-time employee would be unpaid during a portion of her time off. Staff Recommendation: Staff is recommending the request of unpaid leave be granted. Committee Action: Motion to recommend that City Council approve the request of Police Department Records Manager Arlene Stafford for four weeks of unpaid leave.
