Staff wil! be scheduling a meeting for The Tinklenberg Group to meet with the City Council in <br />the near future. <br /> <br />2) Transportation Issues <br /> <br />City Administrator Norman stated that one of the primary purposes for contracting with The <br />Tinklenberg Group was to deal with right-of-way preservation and a possible moratorium along <br />T.H. #10. Other issues have developed as a result of Tinklenberg's work with Highway #10 <br />improvements. One thing that has changed is that the City no longer needs to look at the <br />realignment of Highway #10 to the Elk River border. The plan has been changed so that the <br />realignment will start at the Anoka border up to the weigh station in Ramsey. The City has <br />received a quote in the amount of $45,000 to complete an AUAR of the area by the same group <br />that is currently completing the AUAR for the Town Center Site. The County has agreed to <br />participate in the cost and there has been an invitation made to the Met Council to contribute <br />funds as well, which they hope to have an answer on soon. Mr. Norman anticipated that they <br />would probably look at quotes from other companies as well to complete the AUAR. The first <br />draft of the AUAR for the Town Center site was presented to the Council for their review, noting <br />that the transportation element had not yet been included. <br /> <br />Councihnember Elvig inquired if the City were to push for the AUAR to be completed could <br />they start the official mapping process. <br /> <br />City Administrator Norman replied that that was correct. <br /> <br />Councilmember Elvig inquired as to how long an AUAR document is valid. <br /> <br />Kate Gatwvood, Anoka County Highway Department, explained that an AUAR is valid until the <br />project is completed, but it does have to be reviewed every five years. <br /> <br />Councilmember Elvig inquired as to when they would hope to have the official mapping process <br />completed. <br /> <br />Principal City Engineer Olson replied that that would be a question that would have to be <br />directed at the City Council. He noted that once the AUAR is completed, the City would be able <br />to use the State Revolving Loan Fund as well as tap into federal funds. <br /> <br />Councilmember Cook inquired if the official mapping process is completed and the property <br />owner decides that they want to sell, would the City be required to purchase the property. <br /> <br />Principal City Engineer Olson explained that a property owner would have to come to the City <br />with a proposal for a project and then the City can decide if they will allow them to build on the <br />property or not. <br /> <br />City Council Work Session/March 18, 2003 <br /> Page 2 of 9 <br /> <br /> <br />
