Councilmember Zimmerman inquired as to what would happen if there are no funds available in
the storm water management fund and money would need to be spent on an upstream facility.

Principal City Engineer Olson replied that if that situation were to occur, then that developer
realizes than when they come in and make a request for up stream facilities it would have to be
done at theh' own cost, which has been done in the past. The problem with that is it is not fair
because the facilities would be a benefit to the City as well as the developer for the down stream
infrastructure.

Councilmember Kurak inquired as to how long the City had been collecting storm water
management funds.

Principal City Engineer Olson replied that they been collecting the funds since 1996 or 1997.

Councilmember Kurak inquired if the City has raised the funds since 1996.

Principal City Engineer Olson replied no.

Councilmember Kurak suggested that they visit the issue every six months to make sure that they
should not be increasing the funds.

Councilmember Zimmerman inquired if there is model that staff goes by on determining rates.

Principal City Engineer Olson explained that the only thing staff has is a 1998 study that is very
outdated.

Mayor Gamec requested that staff review the fees prior to forwarding the issue to the City
Council.

Councilmember Cook stated that they will need to have funds to maintain the necessary permits
and what future demands might be in regards to storm water.
Principal City Engineer Olson stated that staff is suggesting a policy where all down stream
facilities are paid for by the developer and anything up stream would be paid for by using storm
water management funds.

Consensus of the Council was to direct staff to proceed with creating a policy that would be used
to define the responsibilities of developers and the City of Ramsey when it comes to the use of
Storm Water Management Fund for new developments and bring forward for formal adoption,
with staff reviewing the current fees and a six month review of the fees by the City Council.

4) Trunk Sewer Policy

Principal City Engineer Olson stated that in the past, the sewer trunk fund has paid for the over
sizing and extra depth required for new installation of the sanitary sewer to accommodate future
development. It has also been used to help cover the cost of sewer extensions to a proposed

City Council Work Session/March 18, 2003
