CITY COUNCIL WORK SESSION <br />Topic Report: Club Graffiti Dance Club <br />By: James E. Norman, City Administrator <br /> <br /> SEY <br /> <br />Background: <br /> <br />Staffmet with Kevin Spurgin and Traci Warnberg-Lemm in April 2006. They discussed <br />their interest in building a teen dance club on the old NAIl site on Hwy 10. City staff <br />was provided with a business plan and the plan asks for the City to participate financially <br />in the project by creating a parking lot on adjacent land. The club itself would be housed <br />in the existing structure but there would be significant remodeling done to create an <br />"alley atmosphere". No alcohol would be allowed on site and only people 18 and under <br />would be allowed to enter the club.
