newspaper for two weeks. A single response was received by St. Croix Recreation.
Their SOQ was complete and met the qualifications set forth. St. Croix Recreation was
also the low bidder on the Emerald Pond and Rivers Bend park shelters and both projects
were completed on time and without complications. Mr. Boos continued that the
Committee had asked staff to provide examples of where the $20,000 needed might come
from. He noted a list he received from Ramsey Police Officer Jim Singewald from
people/businesses who contributed toward the Becky Weiss Bike Road-eo with the
thought that maybe since there is not a road-co this year, they may be willing to
participate in a different community event that benefits children. Mr. Boos added that the
playground at Central Park does not meet the consumer guidelines for safety and the City
is obligated to replace it.

Councilmember Hendriksen commented that more equipment means more maintenance.

Motion by Mayor Gamec and seconded by Councilmember Hendriksen to recommend
Council approve the vendor/fundraiser project for the community-built play structure for
Central Park but that after donations are received and the equipment is designed, all will
be presented to City Council for final adoption.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson
and Zimmerman. Voting No: None.

Case #2: Authorize Tennis Court Construction for Central Park

Parks/Utilities Supervisor Boos stated that $63,000 was designated within the 1998
Capital Improvements Program for tennis court construction for Central Park. Thirty
companies were mailed a request to bid, plus an ad was placed in the Anoka Union. Six
complete bids were received, with W.B. Miller being the low bidder. W.B. Miller was
then asked to provide a quotation for future parking. Their quote was $9,800, which left
an adequate amount for restoration and landscape work of $6,394. City staff and the Park
and Recreation Commission agreed that it is most efficient to construct the parking area
as part of the tennis court project.

Motion by Mayor Gamec and seconded by Councilmember Anderson to recommend
Council award the tennis court construction contract to W.B. Miller for $46,806.50, as
well as the construction of the parking lot and driveway for $9,800.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen
and Zimmerman. Voting No: None.

Case #3: Purchase of Accessory Equipment for Rifles

Police Chief Gustafson reminded the Committee that last year Council authorized the
receipt of six surplus rifles from the U.S. Department of Defense. The Department has
since trained three officers on the use of these rifles and we are intending to equip these
to make them suitable for the Police Department.
