He added that staff did not have the tools for site selection available <br />to the consultant, and that he is comfortable with their site pick. <br /> <br />It was noted that Site//9 would impact the neighborhood the least. <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Zimmerman to <br />recommend Council adopt the resolution authorizing acquisition of the property PIN #20- <br />32-25-44-0001 for the purposes of constructing a second fire station. <br /> <br />Further discussion: Noting that this is a three-acre site, Councilmember Hendriksen <br />suggested that if the price is good, we may want to negotiate for more than three acres. <br />He felt that a larger parcel might be more beneficial. Chief Kapler agreed and offered <br />that a larger parcel may allow for some buffering, etc. Councilmember Hendriksen <br />suggested negotiating for a minimum of five acres. Discussion ensued relating to an <br />appraisal for additional acres. It was determined that the appraiser used for the original <br />three acres would be used and that staff would update Council through the Weekly <br />Update. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen <br />and Zimmerman. Voting No: None. <br /> <br />Case #2: Administrative Forfeiture of 1998 Ford Pickup <br /> <br />City Administrator Norman explained that in September 1998, the Ramsey Police <br />Department seized, for the purpose of forfeiture, a 1998 Ford 4x4 pickup. This forfeiture <br />was the result of an arrest pertaining to a DUI, in which the driver had four prior <br />convictions. On April 15, 1999, the Anoka County District Court ordered the vehicle as <br />subject to forfeiture by the City. The owner waived his right to appeal the order and the <br />City prosecutor issued a properly executed certificate of forfeiture. The State requires <br />that proceeds obtained from a DUI forfeiture be placed in a special fund to be used <br />specifically for programs and/or items relating to the prevention of DUI's. Staff checked <br />with legal Counsel and, since no proceeds are being obtained, the City is allowed to title <br />the vehicle and list it as part of the City's vehicle inventory. <br /> <br />Fire Chief Kapler stated that proposed in the year 2000 budget is a Fire staff vehicle in <br />the amount of $22,000. This forfeited vehicle would fulfill the needed requirements of <br />that vehicle. It could also be used, to a small degree, in the Public Works Department. <br />The Fire Department 1999 budget could not meet the additional expenditure, but the <br />capital account under Public Works 1999, could cover the required monies. The Public <br />Works capital line item currently has a balance remaining of $46,831, because the grader <br />that was recently purchased cost less than was originally budgeted. A transfer of $14,000 <br />from the Public Works capital line item to the Fire Department's capital vehicle line item <br />would cover the required cost of acquiring the forfeited pickup and remove $22,000 from <br />the requested capital items pertaining to the year 2000 budget. <br /> <br />Finan ce Committee/May 11, 1999 <br /> Page 2 of 5 <br /> <br /> <br />
