landfill. MPCA staff indicated the land would likely be offered to the City for purchase <br />as soon as three to five years. The southern parcels may be available sooner than the <br />northern acreage. They indicated a willingness also to work with the City to determine <br />valuation. Mr. Boos continued that the MPCA staff announced that the plume of <br />contaminants is continuing to shrink with groundwater concerns limited to the immediate <br />area south and southeast of the landfill itself and entirely within the property controlled <br />by the MPCA. Mr. Boos indicated that the golf course concept was received favorably <br />by the MPCA staff. They stated that as long as they received notification, survey work <br />and other periodic visits to the property to perform a study were not a concern. The <br />Mayor and City staff noted that the surface water from the man-made wetland could be <br />used for course irrigation. The MPCA's engineer agreed that this would be a sustainable <br />use of the treated water and that they would cooperate. MPCA staff also indicated they <br />would be available to discuss how this might work as long as he was involved with the <br />landfill project. In correspondence received after the March 2 meeting, the MPCA stated <br />that in addition to disallowing irrigation wells on their site, they were not in favor of <br />traditional fertilization if a golf course were to occur. Mr. Boos pointed out the proposal <br />from Links Systems for a feasibility study. He (Boos) noted that Mike Mulrooney, the <br />City's Economic Development Consultant, has stated that it would be a benefit to have a <br />buffer/golf course. Funding for the feasibility study would be from the professional <br />services portion of the Park and Recreation operational budget. <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Hendriksen to <br />recommend that Council approve a feasibility study for a nine-hole golf course in <br />conjunction with commercial/industrial land development at the Waste Management site. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen <br />and Zimmerman. Voting No: None. <br /> <br />Case #5: Proposed Fee Amendments for Agenda Copies/Distribution <br /> <br />City Administrator Norman stated that this case came about because of a request from the <br />Kuraks. They asked to receive the full Council agenda packet. The copying policy the <br />City has is 30 cents per page. Administrative Services Manager Pruitt Hottinger <br />contacted other cities to review their policies. Mr. Norman presented the options drafted <br />by Ms. Pruitt Hottinger. <br /> <br />Councilmember Anderson noted that 30 cents per copy does not really cover our costs <br />and she did not feel that the City needs to subsidize this type of thing. <br /> <br />Discussion ensued relating to the different cost options presented. It was stated that a <br />copy of the agenda could be placed in the library, thus making it available for persons to <br />make copies of what they want.
