4. There will be opposition to particular parts of certain trail corridors. A master trail <br /> plan provides a controlled environment in which to address these concerns. <br />5. A master trail plan is a tool with which City officials and staff can lobby for <br /> legislative assistance with trail development. (A new funding biennium for the <br /> LCMR begins next year.) <br />6. Residents have an expectation of the City to perform comprehensive trail planning <br /> just as is done for roads or other infrastructure. <br /> <br />Mayor Gamec inquired if there is grant money available for planning services to which <br />Park/Utilities Supervisor Boos replied yes, but they usually want to see pavement and <br />infrastructure in place. <br /> <br />Mayor Gamec thought it would be a good idea to have a plan in place. <br /> <br />Councilmember Zimmerman suggested that maintenance costs and liability issues need to be <br />looked at. <br /> <br />Mr. Boos stated that those items would be included in the Master Trail Plan. <br /> <br />Councilmember Anderson stated that she would like the trails connected trails in other <br />communities. <br /> <br />Councilmember Hendriksen stated that the City has a Park and Recreation Commission and <br />questioned why they cannot do most of the planning themselves. <br /> <br />Park/Utilities Supervisor Boos explained that there is a good level of expertise at the <br />Commission level, but hiring an outside party would allow for an objective view plus another <br />experts opinion as well as would provide maps that staff or Commission could not provide. <br /> <br />Councilmember Anderson suggested that having a professional prepare the Master Trail Plan <br />would provide for a much stronger plan. <br /> <br />Park/Utilities Supervisor Boos explained the Plan is very important to get grant funds. <br /> <br />Councilmember Hendriksen stated that he did not want to spend $18,000 on something that will <br />sit on a bookshelf. <br /> <br />City Administrator Norman stated that presentation materials are needed to get the funding. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Anderson to table the <br />item for further discussion during the City Council meeting. <br /> <br />Motion carried.
