CASE # 1 <br /> <br />PARK DEDICATION FOR GAD'S PRAIRIE <br /> By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />Aaron Stritesky has submitted a preliminary plat application to develop 7 detached townhome <br />units on the property west of Nowthen Boulevard, west of Lord of Life Church. The site is <br />1.7 acres and zoned R-2 Medium Density. They are proposing a public street with a <br />temporary cul-de-sac that can be converted to a through street. <br /> <br />The development is in the Sunfish Lake Recreation District. <br /> <br />Observation: <br /> <br />The project is proposing a 24 foot wide public street with a reduced width right of way. The <br />plans are showing a trail along Nowthen Boulevard. The trail will address the policy <br />requirement for a sidewalk through all townhouse developments, the trail generally parallels <br />the proposed public street and the reduced right-of-way does not provide room for a sidewalk. <br />The trail must be constructed outside the county right-of-way and must connect to the existing <br />trail on the south east comer of the site. The trail will terminate at the north edge of the <br />project. Generally trails must be extended to the nearest street; however, in this case the <br />properties between this site and the nearest street could be developed in the near future and it is <br />preferable that the trail extension be constructed outside the county right-of-way. <br /> <br />This is a small development; land dedication would result in a very small parcel, this is <br />contrary to past practices. Park Dedication and Trail Dedication should be in cash. <br /> <br />The project was reviewed by the Planning Commission at the June 1 meeting. The preliminary <br />plat was not approved. The case will be reviewed by the City Council at an upcoming <br />meeting. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends park dedication for Gad's Prairie in cash $16,800 (7 lots @ $2,400). Trail <br />fees will be paid in cash in the amount of $4,060 (7 lots @ $580.00). <br /> <br />Commission Action: <br /> <br />Motion to recommend park dedication in cash.
