eminent need for additional water supply and storage are detailed in Staff assessments in 1997 <br />and 1998, and confirmed in the 1999 Water Study. The City has no alternative but to construct <br />these additions to the water utility. Even without any growth over the current population served, <br />the City could run out of water during the next droughty period - if Well #5 is not available. The <br />well could be functioning in early summer 2000. As it relates to water storage, the City is <br />presently deficient in that aspect as well. The tower would not be available until year 2001 - <br />assuming they begin to work on the plans and specifications in the fall of 1999. On Wednesday, <br />September 22, 1999, Staff received proposals from the following: <br />· Bolton &Menk <br />· Haakanson, Anderson & Associates <br />· John Oliver & Associates <br />· Progressive Engineering <br /> Toltz, King, Duvall and Anderson <br /> <br />City Engineer Jankowski requested that Council award the project to John Oliver. Some reasons <br />for selecting John Oliver was that they would be bringing in some specialty individuals outside <br />the firm to deal with the unique work that is required for the project, they are a local company, <br />and the cost is reasonable. <br /> <br />Councilmember Hendriksen questioned what they would be constructing. <br /> <br />City Engineer Jankowski replied that the construction bid refers to construction management and <br />inspection. <br /> <br />Councilmember Anderson inquired if the City is under obligation to take a low bid. <br /> <br />City Engineer Jankowski replied that the City is not required to accept the low bid. <br /> <br />Councilmember Anderson questioned with two rivers and the type of soil in the area, have they <br />ever considered using any of the surface waters for irrigation services. <br /> <br />City Engineer Jankowski replied that there are some communities that have two different water <br />sources where water is scarce. He also noted that some industries and residential homes have <br />their own wells for irrigation. <br /> <br />Councilmember Connolly stated that the City could encourage landscape techniques that would <br />not require as much water. <br /> <br />City Engineer Jankowski noted that another alternative would be to take surface water and treat it <br />and then put it into the water system, but explained that it would be very costly. <br /> <br />Parks/Utilities Supervisor Boos replied that the surface water would be more susceptible to <br />contamination. <br /> <br />Finance Committee/September 28, 1999 <br /> Page 2 of 5 <br /> <br /> <br />
