Councilmember Zimmerman noted that the increases for park dedication and the trail fee were <br />not in proportion. He questioned if a short trail was required to be installed for a development, <br />how would the cost be figured? <br /> <br />Parks/Utilities Supervisor Boos replied that Staff would determine the cost of the trail and then <br />deduct that amount from cash dedication owed to the City from the developer. <br /> <br />Mayor Gamec questioned if a developer could install a trail themselves. <br /> <br />Parks/Utilities Supervisor Boos replied that the City has been requiring that developers install the <br />trails within the development. <br /> <br />Councilmember Connolly inquired if the City or Developer wanted to install sidewalks rather <br />than trails in a development would the fees give the City enough flexibility to do so. <br /> <br />Parks/Utilities Supervisor Boos explained that if a developer installs a sidewalk, the cost of the <br />sidewalk would be reduced from the amount owed in cash dedication. <br /> <br />Councilmember Connolly stated that homes built in the rural area will not have the use of trails <br />or sidewalks, but will still be required to pay a park dedication and a trail fee. <br /> <br />Councilmember Hendriksen stated that in his opinion, trails on Sunwood Drive and Nowthen <br />Boulevard would not be considered trails, but sidewalks, and the Lake Itasca Trail is a true trail. <br />He felt that if sidewalks are needed in a development than the developer should incur the cost. <br /> <br />Park/Utilities Supervisor Boos stated that maybe some research should be done to determine if <br />the City should require sidewalks in certain densities. <br /> <br />Councilmember Hendriksen stated when the preliminary plat is presented there is a need for <br />sidewalks to connect to the trail system, then the developer should provide them. He does not <br />think the City should be constructing sidewalks instead of the developer. <br /> <br />Councilmember Zimmerman suggested the Park and Recreation Commission review the <br />trail/sidewalk issue. <br /> <br />Councilmember Anderson requested that the Planning and Zoning Commission also review the <br />issue to determine an appropriate density requirement. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to recommend <br />City Council adopt the resolution increasing residential cash contribution to $1,200 per unit and <br />the trail fee to $300 per unit and motion to request the Park Commission and the Planning <br />Commission respond to the issue of sidewalks and trails. <br /> <br />Finance Committee/September 28, 1999 <br /> Page 4 of 5 <br /> <br /> <br />
