Parks/Utilities Supervisor Boos explained that currently the plumbers handle the irrigation <br />systems. <br /> <br />Finance Officer Lund stated that the rate increase was a recommendation of staff. <br /> <br />Consensus of the Finance Committee was to set the 2000 rate for the General Contractor and <br />Irrigation Contractor at $30.00. <br /> <br />Counci hnember Anderson inquired if the 0.31/mile is the IRS rate for mileage reimbursement. <br /> <br />Finance Officer Lund replied yes and explained that the IRS lowered their rate. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to recommend <br />City Council adopt the resolution Adopting the 2000 Schedule of Rates, Fees, and charges as <br />amended. <br /> <br />Motion carried. Voting Yes: Mayor Gamec Councilmembers Zimmerman, Connolly, Anderson, <br />Hendriksen, and Zimmennan. Voting No: None. <br /> <br />Counci imember Connolly inquired if it is possible for an industrial use business to drill their own <br />well. <br /> <br />Public Works Director Kapler replied that he will research the information. <br /> <br />Case #2: Review and Adopt 2000 Tax Levy and General Fund Budget <br /> <br />Finance Officer Lund stated that that the 2000 Truth-in-Taxation Public Hearing was held on <br />Monday, December 6, 1999, at 6:00 p.m. in the Council Chambers. The information distributed <br />at the hearing included information regarding the tax capacity rate and tax dollar utilizing the <br />certified maximum proposed tax levy that was certified in September 1999. The 2000 Proposed <br />General Fund Budget, as it has been presented and reviewed in the past several months, is based <br />on the collection of tax dollars at the level certified by the state under the newly imposed levy <br />limits and results in an estimated 23.989 tax capacity rate. State Statutes require that the 2000 <br />Levy and General Fund Budgets must be adopted at a meeting separate from the public hearing <br />and before December 28, 1999. <br /> <br />Motion by Councihnember Connolly, seconded by Councilmember Hendriksen, to recommend <br />City Council adopt the resolution adopting the 1999, Payable 2000 Municipal Tax Levy. <br /> <br />Motion carried. Voting Yes: Mayor Gamec Councilmembers Connolly, Hendriksen, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Finance Committee/December 14, 1999 <br /> Page 2 of 6 <br /> <br /> <br />
