COUNCIL BUSINESS <br /> <br />Case #1: Request for a Home Occupation Permit: Case of Janis Day <br /> <br />Community Development Director Frolik stated that the City received an application from Janis <br />Day for a home occupation permit to establish a one-chair hair salon in her home on the property <br />located at 16321 Ferret Street. Ms. Day will be the sole employee and she expects to service a <br />maximum of four to six clients per day. She would operate Monday through Thursday 10:00 <br />a.m. to 8:00 p.m. The Planning Commission held a public hearing and reviewed the home <br />occupation permit request on February 6, 2003. There was no citizen input during the public <br />hearing. The Planning Commission recommended approval of the home occupation permit <br />request by Janis Day. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Kurak, to adopt <br />Resolution #03-02-053 adopting Findings of Fact # 0642 relating to Janis Day's request for a <br />home occupation permit. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Kurak, Cook, <br />Elvig, Pearson, and Strommen. Voting No: None. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #03- <br />02-054 al>proving a Home Occupation Permit for Janis Day's based on the findings of fact. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Cook, Kurak, Pearson, <br />Strommen, and Zimlnerman. Voting No: None. <br /> <br />Case #2: <br /> <br />Request for an Interim Use Permit to Allow Outdoor Storage of Commercial <br />Vehicles and Equipment on a Residentially Zoned Parcel: Case of Gerald <br />Bauer <br /> <br />Community Development Director Frolik stated that Gerry Bauer is the owner of the property at <br />16130 Variolite Street NW, which is now called Ramsey Shooting Center. Mr. Bauer is leasing a <br />portion of the subject property to Able Paving & Construction, who is utilizing the property for <br />outside storage of their commercial vehicles and equipment. Mr. Bauer is requesting an interim <br />use permit to allow for outside storage of commercial vehicles and equipment on the subject <br />property for approximately a two-year period. The Planning Commission held a public hearing <br />and reviewed the interim use permit request at their February 6, 2003 meeting. During the public <br />hearing, several citizens expressed concerns regarding the commercial vehicles creating traffic <br />congestion on Variolite Street, since the commercial vehicles take awhile to reach the posted <br />speed limit. Residents also stated in general they do not want to see commercial activities <br />expanded or intensified on the Ramsey Shooting Center property. The Planning Commission <br />recolnlnended that the City Council deny the interim use permit request by Gerry Bauer. The <br />Planning Commission felt that the proposed commercial activities are not an appropriate use for <br />the subject property and surrounding area. <br /> <br />City Council/February 25, 2003 <br /> Page 5 of 18 <br /> <br /> <br />
