FC CASE #

AUTHORIZATION TO DIRECT FISCAL IMPACT STUDY ADDENDUM
By: James E. Norman, City Administrator

Background:

In September of this year, the City received a fiscal impact study of growth from Springsted
Public Finance Advisors. The report provided revenue projections for a five-year period. After
the presentation by the representatives of Springsted, the Council discussed the possibility of
having Springsted provide alternative scenarios in a study addendum. A study addendum could
also extend the analysis for a ten or fifteen year period for a true long-range projection.

Staff requested Springsted provide a proposal for the fiscal impact study addendum and received
a proposal in October (letter attached). Staff would recommend proceeding with the fiscal
impact study addendum.

Committee Action:

Motion to recommend that City Council contract Springsted Public Finance Advisors to perform
an addendum to the fiscal impact study.

Reviewed by:

City Administrator
Finance Officer

FC: 11/23/99

I R/I_I:,~'I[VOLI us'ersUThieling ~]0 COUNCIL&iBUDGETFI 1999 Nove# ber~fiscalimpctstdy, doc 11/19/99
