Councilmember Hendriksen stated that $18,000 is a large amount of money for professional <br />services and concerned that the vast majority is spent on one effort. In his opinion the majority <br />of the work could be done in-house and then spend 30 percent of the available funds to help put <br />the final document together. He suggested putting together a task force to help with the project <br />and hoped that the commission would explore those alternatives. <br /> <br />Parks/Utilities Supervisor Boos stated that he agreed with all the discussion that has taken place, <br />but also noted that staff currently is experiencing difficulties getting the ordinary maintenance <br />work done due to staffing shortages. <br /> <br />Councilmember Hendfiksen stated that if the City is in control of producing the document <br />themselves then the document becomes a living document rather than a consultant making the <br />document and no changes can be made. He added that he feels there are a number of people in <br />the City who have the knowledge that would be needed and would be willing to come in and <br />assist with the project. <br /> <br />Commissioner Rolfe stated that a task force could be a good idea. <br /> <br />Commissioner LaMere stated that it is difficult to get people to commit to a project and felt that <br />there is a better chance of receiving grants if they have a document that is prepared by a <br />professional. <br /> <br />Councilmember Hendriksen suggested the City do the research and then turn the information <br />over to SRF to complete the project at a much lower cost. <br /> <br />Parks/Utilities Supervisor Boos stated that he would bring all of the current information available <br />to the work session with council. <br /> <br />Commissioner Rolfe stated that some type of deadline would need to be set to determine if the <br />Park and Recreation Commission will be able to do the work and if not be able to bring the idea <br />back to City Council. <br /> <br />Chairperson Cook stated that the Commission has been dealing with the item for some time and <br />that they came to the conclusion that a consultant was needed to assist with the plan. <br /> <br />Councilmember Hendriksen stated that if the Commission already has the raw materials and need <br />a consultant put the materials together then he would be in support of hiring an outside <br />consultant. <br /> <br />Councilmember Connolly stated that she has heard several requests from residents that they <br />would prefer a central sport locations. <br /> <br />Parks/Utilities Supervisor Boos stated that is the purpose of constructing the community parks. <br /> <br />Park and Recreation Commission/August 12, 1999 <br /> Page 7 of 9 <br /> <br /> <br />
