Councilmember Strommen recommended that the page include a statement that the page is <br />available for any organization. <br /> <br />Councilmember Cook suggested adding a disclaimer statement at the end of the community page. <br /> <br />Consensus of the City Council was to include a community page in the Ramsey Resident. <br /> <br />3) Mississippi West Regional Park Frontage System <br /> <br />City Administrator Norman stated that staff has been working with the County Attorney's office <br />to resolve questions of the Ramsey City Council concerning a possible frontage road south of <br />Highway #10 in the Mississippi West Regional Park. Assistant County Attorney Anthony <br />Palumbo has completed his research and met with staff to provide clarification to the outstanding <br />issues. In regards to the frontage road, Mr. Palumbo stated that the previous owners of the park <br />system signed an agreement with the County in 1988, which essentially stated that once certain <br />concessions, improvements and other related matters were accomplished, the owners would <br />remove restrictions of a frontage road system. It has been determined that those requirements <br />have been accomplished; however, the owners have not removed the restrictions. The property is <br />on a life estate; after their deaths the property is owned by the County. The Assistant County <br />Attorney stated that even though the restrictions should have been removed, the County would be <br />required to bring legal action against the property owners in order to accomplish the restriction <br />removal. The County would not be willing to remove these restrictions through legal action <br />because of the public relations nightmare that would result from such action. It is the County's <br />position that at some time in the future the Council would look very favorably on construction of <br />a frontage road system through the park system. In regards to the commercial development the <br />question of whether a commercial development would be allowed to be built on the proposed <br />frontage road is uncertain. Assistant County Attorney Palumbo stated that the County's official <br />position is "passionately neutral" on whether commercial development would be allowed. This <br />question may resolve itself because of the proposed alignment change of Highway #10. If the <br />Highway #10 alignment would move the highway to the north adjacent to the railroad tracks, <br />there would be land available for commercial development once occupied by the Highway #10 <br />right-of-way. Staff recommended that the issue be set aside until the time they can address the <br />frontage issue and then after that issue is resolved they can proceed with the commercial <br />development issue. <br /> <br />Councilmember Zimmerman requested that staff keep an open file with good documentation so <br />that the information is easily found in the future. He also requested that the issue be placed as an <br />item on the Public Works agenda so that the information is properly documented. <br /> <br />4) Livestock on 2.5 Acres <br /> <br />Councilmember Cook stated that he had requested that the issue be added to a work session <br />agenda but since that time, he has been made aware that the ordinance has been re-written and he <br />had been reading information from the old ordinance.
