NOTE CITY COUNCIL MEETING MINUTES <br /> <br />1) City Council regular meeting minutes dated May 25, 1999 <br />2) City Council regular meeting minutes dated June 8, 1999 <br />3) City Council work session minutes dated June 21, 1999 <br />4) City Council regular meeting minutes dated June 22, 1999 <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Schedule Public Hearing on the 2000-2004 Parks Capital Improvement Plan <br /> <br />Park/Utilities Supervisor Boos stated that at the August 12th regular Park and Recreation Commission <br />meeting, the draf~ 2000-2004 C.I.P. was reviewed with no changes proposed by the Commission. He <br />stated the dollar amounts had been amended based upon the Finance Officer's review of the projections <br />of the cash flow of various funds. He stated he had not rectified this directly with the Commission's <br />notes from the meeting, however, he would do so. <br /> <br />Park/Utilities Supervisor Boos stated the purpose of the present discussion was to make any final <br />changes, or direct staff to conduct further research as necessary, and based upon that information, <br />recommend the scheduling of a public hearing. He stated the Commission is not obligated to hold a <br />public hearing prior to the recommendation of the C.I.P. program to the City Council, however, this has <br />been past practice, and has worked very well. <br /> <br />Chair Cook inquired if the public hearing should be scheduled during a regular Park and Recreation <br />Commission meeting, and if it should be held at the City Hall. <br /> <br />Park/Utilities Supervisor Boos stated this hearing would be best scheduled for the October meeting of <br />the Park and Recreation Commission. He stated that the location of the meeting could be discussed, <br />however, there has not been a great amount of public participation at the public hearing of the C.I.P. <br />program in the past. He explained, during the past three years, one resident had attended, one written <br />comment had been forwarded, and perhaps one verbal comment was provided. He noted, however, he <br />had spoken with the R.Y.A.A. President, Rich Quaal, who was interested in finding ways to apply <br />external monies to Elm Crest Park, and this matter would appear to fit the Commission's recommended <br />plan for the year 2000. He stated he had faxed the relative information to Mr. Quaal, and invited him to <br />comment. <br /> <br />Commissioner Droegemueller stated the public hearing should be held at the City Hall, to provide for <br />adequate seating and sound quality. <br /> <br />Park/Utilities Supervisor Boos stated Page 2 of the C.I.P. program refers to the engineering, grading, and <br />access road improvements for Elm Crest Park. He stated the plan proposes the further development of <br />the park, and beginning next year, they would conduct survey work, develop the topographic maps, and <br />work on a park plan. He explained that once the park plan is established, they could use the engineering <br />calculations to prepare a bidding document with revised topographic grading lines.
