this acquisition would be storm water related, therefore it would be available for purchase, and although <br />it is recreational property, it would also clearly have storm water purposes also. <br /> <br />Boos stated in regard to the Critical Trail Linkage, the funding was uncertain at this point, which serves <br />to remind that there are a number of projects in this area, which are not competing for C.I.P. monies, <br />however, as yet, are simply unfunded. <br /> <br />Park/Utilities Supervisor Boos stated there was some uncertainty regarding the Central Park Land <br />Purchase during the year 2000, due to land use issues. He explained the proposal is to negotiate a <br />contract for deed with the landowner, to secure this property for the expansion of Central Park, and <br />begin the projects for park improvement in the future. <br /> <br />Park/Utilities Supervisor Boos stated the next item for consideration was bleacher replacement. He <br />explained they would withdraw monies from the depreciated funds which are set aside based upon the <br />useful lifetime of a purchase, to fund new bleachers to meet the new state legislation regarding bleacher <br />safety. <br /> <br />Park/Utilities Supervisor Boos stated the River's Bend Park play equipment would be replaced with <br />depreciating funds from the original project, which commenced in 1987-88. He stated this was an <br />$180,000 improvement project, with a 30 to 50 year life span, and that over the course of 50 years, the <br />same money would go back into the park, and it would pay for itself when the improvements are "worn <br />out". He stated this proposal meets the plan of addressing a playground every year, in addition to <br />upgrading park improvements. <br /> <br />Motion by Commissioner Johns, seconded by Commissioner Asfahl, to direct staff to publish a public <br />hearing notice to review the 2000-2004 Parks Capital Improvement Plan at the October 14, 1999 <br />meeting of the Park and Recreation Commission. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Commissioners Johns, Asfahl, Droegemueller, and <br />Ostrum. Voting No: None. Absent: Commissioners LaMere and Rolfe. <br /> <br />Park/Utilities Supervisor Boos stated he would place an advertisement to notify the public that the Park <br />and Recreation Commission will be hosting a public hearing regarding the Capital Improvement <br />Program, during their regular October meeting at the City Hall, and will welcome public comment. He <br />stated he would also indicate that the draft C.I.P. plan would be available at the City Hall, or by <br />facsimile upon request. <br /> <br />Case#2: Recommend Park Dedication Cash Increase and Consider Modification to <br /> Recreation District Accounting <br /> <br />Park/Utilities Supervisor Boos explained that during the Commission input portion of the August <br />meeting, the subject of both park dedication rates, which are reviewed annually, and the utility of <br />maintaining the proceeds by way of Recreation Districts were discussed.
