COMMISSION BUSINESS

Case #1: Sidewalk/Trail Survey

Parks/Utilities Supervisor Boos stated that at the October regular Park Commission meeting,
Commissioner reached consensus opinions on several sidewalk or urban trail siting and design
questions. During that case, it was explained that additional information was being sought via a
multi-city survey. All responses received back were presented to the Commission. The Planning
Commission will provide their recommendation at their December 7, 1999 meeting. Following
that discussion, it is expected that a "sidewalk" siting and construction policy will be considered
by City Council. He noted that if there are any discrepancies between the consensus of the Park
Commission and the Planning Commission he would suggest having the issue returned to the
Park Commission to allow them a chance to evaluate the Planning Commissions
recommendation.

Chairperson Cook replied that he would like to be informed if the Planning Commission would
not concur with the recommendation of the Park Commission in regards to the width of the
sidewalk/trails, due to maintenance concerns.

Commissioner LaMere inquired if there is any recommendations or guidelines with ADA in
regards to width requirements.

Parks/Utilities Supervisor Boos replied none that he is aware of relative to width.

Chairperson Cook stated that he thinks ADA requires a minimum of 48 inches and less then a
five percent grade if the trail is advertised as ADA accessible.

Commissioner Droegemueller stated that when they are talking about trail/sidewalks along maj or
arteries such as T.H. #47, Sunfish Lake Boulevard, there is only so much room due to prior
development and questioned if there would be a way to adjust width of trail to accommodate
other uses like snowmobiling. Last year snowmobilers were being ticketed for driving along
trails, and in some situations the trail is to close to the road.

Parks/Utilities Supervisor Boos replied that the situation would have to be evaluated on a case by
case basis. Another alternative would be to reduce the size of the trail to under eight feet and
place trails on both sides of the road. He also noted that "No Motorized Vehicle" signs have
been ordered to place on the trails to help assist with enforcement.

Case #2:

Select Delegate to Attend the Five-Year C.I.P. Presentation to City Council's
Finance Committee

Parks/Utilities Supervisor Boos stated that the purpose of the case was to determine if one or
more Commissioners would be available to attend the Finance Committee meeting scheduled for
December 14th at 5:30 or 6:00 p.m. to present their Five-Year Capital Improvement Plan.

Commissioner Rolfe and Commissioner Droegemueller will attend the meeting with Chairperson
Cook being an alternative to attend.

Park and Recreation Commission/November 18, 1999
Page 2 of 3
