Parks/Utilities Supervisor Boos replied that the Park Commission could make that request to the
Council.

Chairperson Cook stated that he thinks the play equipment is a great start for the park and also
leaves plenty of room to add phases in the future.

Commissioner Rolfe suggested holding a workshop after the first of the year to discuss the
sequences of events needed to complete the project.

Consensus of the Commission was to schedule a workshop after the first of the year.

Commissioner Droegemueller suggested making a presentation to the PTA, RYAA, and Ramsey
Lions for volunteers.

Parks/Utilities Supervisor Boos recommended that the workshop be scheduled for February to
allow time to recruit volunteers for a late April installation.

Consensus of the Commission was to schedule the workshop in February.

Motion by Commissioner Droegemueller, seconded by Commissioner Johns, to recommend that
City Council declare Central Park's play equipment surplus property and authorize purchase of
the $51,000 play structure.

Further discussion: Commissioner Rolfe inquired how the old equipment would be sold.
Parks/Utilities Supervisor Boos explained that if Council adopts a resolution the equipment will
be declared surplus and then it will be advertised with a deadline for proposals.

Motion carried. Voting Yes: Chair Cook, Commissioners Droegemueller, Johns, Asfahl,
LaMere, and Rolfe. Voting No: None.

Case #2: Review Lawful Gambling Fund Improvement Program

Parks/Utilities Supervisor Boos stated that each year, at about this time, the Commission reviews
its Lawful Gambling Fund Improvement Program to see if changes are needed. This review is
also an opportunity to designate a priority for the program. The 1999 priority was the
community built play structure for Central Park.

Commissioner Rolfe suggested holding the funds for the following year or incorporate the funds
into this years project since no requests have been made.

Chairperson Cook agreed with holding the funds, but wait to see if anyone applies for the funds
and if not use the money to install one "pit" toilet.

Parks/Utilities Supervisor Boos stated that he would advertise the program to see if any requests
are received.

Park and Recreation Commission/December 9, 1999
Page 3 of 6
