Special Planning Commission 5.2. <br />Meeting Date: 03/02/2023 <br />By: Todd Larson, Community Development <br />Information <br />Title: <br />Zoning Code Update -General Performance Standards (Part 1) <br />Purpose/Background: <br />This discussion centers on performance standards for uses that are city-wide, not district specific. Many of these <br />standards already exist and minor changes or updates are proposed. Some new standards are being proposed. <br />Staff is working on additional subsections and will be bringing those portions back at a future meeting. <br />310 - Lighting <br />The Planning Commission reviewed this section previously. Direction was provided that LED light banding was <br />welcomed and has been included in the language. <br />320s - Access and Driveways <br />This portion pertains to general principles of driveways, curb cuts, vision clearance triangles, regulatory signs, <br />and pedestrian connections. The two new subsections are traffic regulatory signs and pedestrian connections. <br />These sections require stop signs at driveways onto public roadways as well as any other signage not covered by <br />the Building Code and Fire Code for anything other than lower density residential uses. Pedestrian walkways and <br />bicycle racks are proposed to be required for business, multi -family, or institutional uses. <br />330s - Alternative Energy Systems <br />This portion pertains to Wind Energy Conversion Systems (WECS), Solar Energy Systems, Geothermal Systems, <br />and Exterior Solid Fuel -Fired Heating Devices. Most of the existing language is proposed to remain. There were <br />several lines that are redundant to other parts of Code that were removed. Additionally, language regarding use of <br />City -owned property for these systems was removed as that language is better addressed as a policy. <br />340 - Personal Use Heliport <br />This is an existing section of Code that appears not to be in use by anyone in Ramsey. Language has been <br />updated to clarify conditional versus interim use and redundant language removed. Staff is not proposing to <br />delete this section in case it is needed for a potential business user. <br />Notification: <br />Observations/Alternatives: <br />Funding Source: <br />This work is done as a part of staffs normal duties. <br />Recommendation: <br />Action: <br />Please provide direction, modifications, additions, and deletions that the Commission would like to see. <br />
