5. 5. <br />Public Works Committee <br />Meeting Date: 01/16/2024 <br />Primary Strategic Plan Initiative: Address infrastructure needs. <br />Title: <br />Consider Recommending City Council Approving Plans and Specifications and Authorizing Advertisement for <br />Bids for MSA Alpine Drive Reconstruction, Improvement Project #24-11 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to consider recommending City Council approving plans and specifications and <br />authorizing advertisement for bids for MSA Alpine Drive Reconstruction, Improvement Project #24-11. <br />Background: <br />The 2024 — 2033 Capital Improvement Program (CIP) identifies Alpine Drive between Puma Street and <br />Armstrong Boulevard (CSAH 83) for street reconstruction in 2024. Additionally, the CIP identifies extension of <br />trunk watermain between Armstrong Boulevard and Puma Street to complete a critical watermain loop. The street <br />totals approximately 3,6001ineal feet (0.68 miles) in length, and is 32 feet wide as measured to the face of curb. <br />Project History <br />On June 13, 2023, the Ramsey City Council adopted Resolution #23-130, accepting and awarding a proposal to <br />Bolton & Menk, Inc. for topographic survey of the project area. <br />On June 27, 20235 the Ramsey City Council adopted Resolution #23-129, accepting and awarding a proposal to <br />Independent Testing Technologies Inc. for a geotechnical report of the project area. <br />On August 22, 2023, the Ramsey City Council adopted Resolution #23-201, ordering plans and specifications for <br />MSA Alpine Drive Reconstruction, Improvement Project #24-11. <br />On November 14, 2023, the Ramsey City Council adopted Resolution #23-282, accepting and awarding a <br />proposal to American Engineering Testing, Inc. for a stabilized full -depth reclamation mix design for the project. <br />Pavement History <br />• 1977 Construction <br />• 1981 & 1989 Crack Seal / Seal Coat <br />• 2002 Mill & Overlay <br />• 2007 & 2017 Crack Seal / Seal Coat <br />• 2023 PASER Value of 3 <br />• Ground Penetrating Radar Results <br />0 4.8-inch HMA average thickness <br />0 4.2-inch aggregate base average thickness <br />0 9.0-inch average section thickness <br />Proposed Improvements <br />This project proposes to reconstruct Alpine Drive between Puma Street and approximately 400 feet west of <br />Armstrong Boulevard (CSAH 83) where it will tie into the new pavement section built by Anoka County in 2023 <br />as part of the Armstrong Boulevard and Alpine Drive roundabout project. <br />City trunk watermain was also extended to the west side of Armstrong Boulevard as part of the 2023 roundabout <br />
