5. 15. <br /> CC Regular Session <br /> Meeting Date: 01/23/2024 <br /> Primary Strategic Plan Initiative: Address infrastructure needs. <br /> Information <br /> Title <br /> Adopt Resolution#24-032 Approving Joint Powers Agreement with the City of Nowthen regarding the 2024 NE <br /> Ramsey Street Reconstructions, Improvement Project#24-03 <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt Resolution#24-032 approving the attached Joint Powers Agreement(JPA) <br /> with the City of Nowthen for completing public improvements related to the street reconstructions of 182 nd Lane, <br /> Ventre Street,Waco Drive and Waco Street as part of the 2024 NE Ramsey Street Reconstructions, Improvement <br /> Project#24-03. <br /> Background: <br /> City of Ramsey Improvement Project#24-03 proposes to reconstruct the streets within Ford Brook Estates 3 rd, <br /> Rodeo Hills Estates,Valley View Acres, and Section 01 Unplatted north of CR 27 subdivisions. The streets <br /> within Section 01 Unplatted include Waco Street and Waco Drive,both of which extend into the City of <br /> Nowthen. The City of Nowthen is proposing to partner with the City of Ramsey on this project to reconstruct the <br /> portions of Waco Street and Waco Drive within their City limits, along with 182-id Lane and Ventre Street in <br /> 2024. The location and scope of the proposed improvements are shown in Exhibit A. <br /> The City of Ramsey is proposed to be the lead agency for this project since the Ramsey project is considerably <br /> larger than the City of Nowhens' project. As outlined in the attached JPA, Ramsey shall bid the project, contract <br /> with contractors and administer construction for the project. The City of Nowthen shall be responsible for all <br /> construction costs and indirect project costs for work occurring within the City of Nowthen, including <br /> construction inspections and materials testing of improvements. <br /> The City of Ramsey is proposed to pay all partial and final construction costs for the project.Nowthen agrees to <br /> repay its share of the project costs to Ramsey on a net 30-day basis following Ramsey payment to contractors. <br /> Nowthen's share of the final costs include the final required engineering design costs, construction costs, and <br /> inspections costs required to construct the improvements within the Nowthen City limits.Nowthen shall be <br /> providing a set of plans,which will be combined with the City of Ramsey plans and bid as an A+B project. <br /> The attached JPA sets forth the obligations of each City in regards to constructing and funding the project. <br /> Ramsey's City Attorney has reviewed and approved the attached draft JPA, as has the City of Nowthen's Staff <br /> and City Attorney. The City of Nowthen's City Council has approved the draft JPA. Upon approval by the <br /> Ramsey City Council, the supporting resolutions from each City will be added to the JPA as Exhibits B and C. <br /> On August 22, 2023, Ramsey City Council Resolution#23-199 accepted the proposal from Hakanson Anderson <br /> to prepare final plans and specifications for 2024 NE Ramsey Street Reconstructions, Improvement Project <br /> #24-03. Hakanson Anderson is currently working on plans and specifications for these improvements. The JPA <br /> does not cause significant alteration to the City of Ramsey construction plans or designs. <br /> Notification: <br />
