5. 24. <br /> CC Regular Session <br /> Meeting Date: 01/23/2024 <br /> Primary Strategic Plan Initiative: Improve the safety and mobility of transportation corridors. <br /> Information <br /> Title <br /> Adopt Resolution#24-049 Approving Letters of Support for Anoka County to Apply for Highway Safety <br /> Improvement Program Funds for Roundabout Improvements on CSAH 5 /Nowthen Boulevard <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt Resolution#24-049 approving letters of support for Anoka County to apply <br /> for Highway Safety Improvement Program(HSIP) funds for three proposed Roundabout Improvement projects <br /> on CSAH 5 /Nowthen Boulevard. <br /> Background: <br /> Anoka County Highway Department Staff contacted City Staff on January 16,requesting Letters of Support for <br /> three separate HSIP grant applications for constructing roundabouts along CSAH 5 /Nowthen Boulevard at the <br /> intersections of Sunwood Drive, Ramsey Boulevard and 167h Avenue. These three roundabouts were identified <br /> as future safety and mobility improvement projects in the CSAH 5 (Nowthen Blvd) Corridor Traffic Study led by <br /> Anoka County and completed in 2022. A copy of this study is attached to this case. <br /> Anoka County reviews and analyzes their County Highway system for areas where there is significant safety <br /> benefit for improvements on their County transportation system which will benefit the public. Upon reviewing <br /> their intersections within Ramsey, and pertaining to the Highway Safety Improvement Program(HSIP) selection <br /> criteria for 2024 program year, County staff determined there are three intersections which have a good chance to <br /> be selected for HSIP funding to construct a new roundabout. HSIP projects are funded with up to 90%of federal <br /> funding and the remaining 10% of construction costs will be funded with local participation. The federal costs are <br /> determined per the cost estimate submitted with the application. <br /> The intersections in the City of Ramsey that Anoka County Staff plan to submit federal HSIP fund applications <br /> for include: <br /> •CSAH 5 (Nowthen Blvd) at Sunwood Drive-estimated at $1.8 M construction cost with a B/C ratio of 5.42 <br /> •CSAH 5 (Nowthen Blvd) at CSAH 56 (Ramsey Blvd) -estimated at$1.8 M construction cost with a B/C <br /> ratio of 3.47 <br /> •CSAH 5 (Nowthen Blvd) at 167th Avenue-estimated at$1.8 M construction cost with a B/C ratio of 3.88 <br /> Anoka County will be submitting these projects in the reactive category. Project submittals are due on <br /> Wednesday, February 1, 2024, from Anoka County. Accompanying the project submittal, a letter of support is <br /> necessary for these applications from our project partners. We are requesting Ramsey's support for these <br /> proj ects. <br /> Anoka County prepared draft letters-of-support for the projects for our signature and they request the letters of <br /> support be sent to Anoka County no later than Monday,January 29, 2024. Following Council approval, the City <br /> Administrator will edit the dates and sign the letters of support,then submit the letters to Anoka County. <br /> Observations/Alternatives: <br />
