1 Incinerator means any furnace or other device used in the process of burning solid waste, hazardous <br /> 2 waste, medical waste or special waste for the purpose of reducing the volume of the waste by <br /> 3 removing combustible material. <br /> 4 Intensive vegetation clearing. The removal of all or a majority of the trees or shrubs in a contiguous patch, <br /> 5 strip, row, or block. <br /> 6 Interim use. A use having the meaning given under Minn. Stats. §§ 394 and 462. <br /> 7 Land alteration. An activity that exposes the soil or changes the topography, drainage, or cross section of <br /> 8 the land, excluding gardening or similar minor soil disturbances. <br /> 9 Land disturbance activity means any land change that may result in soil erosion from water or wind and <br /> 10 the movement of sediments into or upon waters or lands within this government's jurisdiction, <br /> 11 including clearing and grubbing, grading, excavating, transporting and filling of land. Within the <br /> 12 context of this rule, land disturbance activity does not mean: <br /> 13 (1) Minor land disturbance activities such as home gardens and an individual's home landscaping, <br /> 14 repairs, and maintenance work. <br /> 15 (2) Construction, installation,and maintenance of electric,telephone, and cable television, utility <br /> 16 lines or individual service connection to these utilities, which result in creating under 500 <br /> 17 square feet of exposed soil. <br /> 18 (3) Tilling, planting, or harvesting of agricultural, horticultural, or silvicultural crops. <br /> 19 (4) Installation of fence, sign, telephone, and electric poles and other kinds of posts or poles <br /> 20 which result in creating under 500 square feet of exposed soil. <br /> 21 (5) Emergency work to protect life, limb, or property and emergency repairs, unless the land <br /> 22 disturbing activity would have otherwise required an approved erosion and sediment control <br /> 23 plan, except for the emergency. If such a plan would have been required, then the disturbed <br /> 24 land area shall be shaped and stabilized in accordance with the city's requirements as soon as <br /> 25 possible. <br /> 26 Landscape plan means the design and specifications for the placement of any live plant materials such as <br /> 27 trees,shrubs,ground cover and grasses as well as humanmade structures such as walls,fences, and <br /> 28 berms. This also includes the retention of existing vegetation for the purposes of enhancing <br /> 29 property value and aesthetics, protecting the community's environment, and minimizing negative <br /> 30 impacts on visual order of the community. <br /> 31 Landscaping means the use of natural plant materials including but not limited to, ground covers, <br /> 32 shrubs, and trees (deciduous and evergreen). Landscaping also involves the placement, <br /> 33 preservation, and maintenance of such plant materials and includes such elements as fences, <br /> 34 walls, lighting, and earth mounding. <br /> 35 Licensed Residential Facilities means a state-licensed 24-hour supervised residential care facility housing <br /> 36 up to six unrelated individuals. <br /> 37 Local government. Counties, cities, and townships. <br /> 38 <br /> 39 PaFkSwithin Ramsey. <br /> 40 Lot. Having the meaning given under Minnesota Rules chapter 6120. <br /> 41 Lot means a parcel of land designated by plat, metes and bounds, registered land survey, auditors plot, <br /> 42 or other accepted means and separated from other parcels or portions by said description for the <br /> 43 purpose of sale, lease, or separation. <br /> 44 Lot line means a property boundary line of any lot held in single or separate ownership;except that where <br /> 45 any portion of the lot extends into the abutting street or alley, the lot line shall be deemed to be <br /> 46 the street or alley right-of-way. <br /> 47 Lot of record means any lot which individually, or as part of a subdivision,was a separate parcel of record <br /> 48 on April 28, 1972. <br /> Page 12 of 147 <br />
