1 (D) Towers in the H-1 Highway 10 Business District. Construction of towers to support commercial <br /> 2 antennas shall not be allowed in the H-1 Highway 10 Business District. Antennas may not be <br /> 3 constructed on existing structures in the H-1 District. <br /> 4 (F) Collocation requirements. All commercial wireless telecommunication towers erected,constructed, <br /> 5 or located within the city shall comply with the following requirements: <br /> 6 (1) A proposal for a new commercial wireless telecommunication service tower shall not be <br /> 7 approved unless the city council finds that the telecommunications equipment planned for <br /> 8 the proposed tower cannot be accommodated on an existing or approved tower or building <br /> 9 within a one-mile search radius of the proposed tower due to one or more of the following <br /> 10 reasons: <br /> 11 a. The planned equipment would exceed the structural capacity of the existing or <br /> 12 approved tower or building, as documented by a qualified and licensed professional <br /> 13 engineer, and the existing or approved tower cannot be reinforced, modified, or <br /> 14 replaced to accommodate planned or equivalent equipment at a reasonable cost. <br /> 15 b. The planned equipment would cause interference materially impacting the usability of <br /> 16 other existing or planned equipment at the tower or building as documented by a <br /> 17 qualified professional and the interference cannot be prevented at a reasonable cost. <br /> 18 C. Existing or approved towers and buildings within the search radius cannot <br /> 19 accommodate the planned equipment at a height necessary to function reasonably as <br /> 20 documented by a professional engineer. <br /> 21 d. In spite of its best efforts, within 60 days, the applicant was unable to obtain approval <br /> 22 to collocate on an existing or approved tower or building. <br /> 23 e. Other reasons that make it impractical to locate the planned telecommunications <br /> 24 equipment upon an existing or approved tower or building. <br /> 25 (2) Shared use of existing communications towers shall be preferred to the construction of a new <br /> 26 tower.Any proposed commercial wireless telecommunication service tower shall be designed <br /> 27 structurally, electrically, and in all respects, to accommodate both the applicant's antennas <br /> 28 and comparable antennas for at least two additional users. <br /> 29 (G) Tower construction requirements. All towers erected,constructed, or located within the city,and all <br /> 30 wiring therefor, shall comply with the requirements set forth in chapter 105. <br /> 31 (H) Tower and antenna design requirements. Proposed or modified towers and antennas shall meet the <br /> 32 following design requirements: <br /> 33 (1) Towers and antennas shall be designed to blend into the surrounding environment through <br /> 34 the use of color and design,except in instances where the color is dictated by federal or state <br /> 35 authorities such as the Federal Aviation Administration. Tower architectural standards are <br /> 36 subject to final city council approval. <br /> 37 (2) Commercial wireless telecommunication service towers shall be of a monopole design unless <br /> 38 the city council determines that an alternative design is preferred in cases where structural <br /> 39 or design considerations, neighborhood compatibility, location availability, or the number of <br /> 40 potential collocations warrants this consideration. <br /> 41 (3) All towers must be designed so that the tower site and setbacks will contain guyed wires, <br /> 42 debris, and the tower in the event of a collapse, except towers of monopole design. <br /> 43 (1) Tower bulk standards. Towers shall conform with each of the following requirements: <br /> 44 (1) No part of any communication antenna or tower, equipment, guyed wires, or braces shall at <br /> 45 any time extend across or over any part of the public right-of-way, public street, highway, <br /> 46 sidewalk, or recreation trail. <br /> 47 (2) In business and industrial zoning districts, towers shall meet the setbacks of the underlying <br /> 48 zoning district with the exception of industrial zoning districts, where towers may encroach <br /> 49 into the side or rear setback area, provided that the side or rear property line abuts another <br /> Page 44 of 147 <br />
