1 (E) Design Requirements <br /> 2 (1) All parking lot, drive aisles, driveways, loading areas, and the like shall be paved with a <br /> 3 continuous hard surface such as concrete or bituminous. Driveway-rated pavers may be used. <br /> 4 Concrete curbing must be used with a bituminous surface. <br /> 5 (2) Setbacks—Parking lots and drive aisles have the following setbacks: <br /> 6 a. From public rights-of-way—20 feet <br /> 7 b. Side and rear property lines—5 feet <br /> 8 C. Side or rear adjacent to a residential zone—35 feet. <br /> 9 (3) Vehicle sales and rental inventory and display lots must follow these design requirements. <br /> 10 (4) Structured Parking. <br /> 11 a. Structured parking facilities shall be considered buildings for the purposes of setbacks. <br /> 12 b. Structures must be designed architecturally compatible with the building it is intended <br /> 13 to serve. All levels must have exterior wall segments suitable to screen headlights of <br /> 14 the parked vehicles. <br /> 15 <br /> 16 561 Loading <br /> 17 (A) One off-street loading h�dock or designated loading zone shall be provided for every business <br /> 18 and industrial use. <br /> 19 (B) Loading, unloading, and transferring of product or materials to and from commercial vehicles must <br /> 20 not occur on a public roadway. <br /> 21 <br /> 22 565 Waste Management <br /> 23 All waste must be located in dumpsters or trash bins. Waste enclosures architecturally compatible with <br /> 24 the principal structure shall screen the dumpsters or trash bins and have opaque gates shall be provided <br /> 25 in B1, B21 B3, and 11 districts. Alternatively, a designated room interior to the building may be used. <br /> 26 <br /> 27 570 Business Landscaping Standards <br /> 28 A) Intent. i-he City of Ramsey recognizes the advantages that landscaping and screening can provide, <br /> 29 including enhanced health, safety, aesthetic, ecological and economic value. The intent of this <br /> 30 section is to: <br /> 31 (1) Enhance the quality of life within the city; <br /> 32 (2) Enhance aesthetic view of development(s)from public roads; <br /> 33 (3) Maintain and enhance property values; <br /> 34 (4) Aid in both physical and mental human health; <br /> 35 (5) Improve air quality and buffer against noise, glare, and heat; <br /> 36 (6) Reduce the potential for crime and violence; <br /> 37 (7) Improve energy efficiency; <br /> 38 (8) Add visual interest to blank building facades and soften appearance of handscaping and <br /> 39 buildings with accent plantings; <br /> 40 (9) Complement adjacent land uses; <br /> 41 (10) Improve the visual quality and continuity within and between developments; <br /> 42 (11) Reduce storm water runoff; <br /> 43 (12) Encourage the establishment and/or restoration of native landscapes. <br /> 44 (B) Goals and objectives. Landscaping for any project is intended to achieve the following goals and <br /> 45 objectives: <br /> 46 (1) Provide immediate aesthetic enhancements to a development site while also taking into <br /> 47 account space and input needs of plantings well into the future; <br /> 48 (2) Encourage a healthy environment and landscape in the future; <br /> 49 (3) Ensure a diverse mixture of species to protect against future pests and pathogens; <br /> Page 77 of 147 <br />
