1 opportunities, provide aesthetic benefits and enhance community and economic <br /> 2 development. <br /> 3 <br /> 4 921 Floodplain Overlay Districts General Provisions <br /> 5 (A) This subdivision adopts the floodplain maps applicable to the city and includes three floodplain <br /> 6 districts:floodway,flood fringe, and general floodplain. <br /> 7 (1) Where floodway and flood fringe districts are delineated on the floodplain maps, the <br /> 8 standards in section 117-183 or 117-184 will apply, depending on the location of a property. <br /> 9 (2) Locations where floodway and flood fringe districts are not delineated on the floodplain maps <br /> 10 are considered to fall within the general floodplain district. Within the general floodplain <br /> 11 district, the floodway district standards in section 117-183 apply unless the floodway <br /> 12 boundary is determined, according to the process outlined in section 117-185. Once the <br /> 13 floodway boundary is determined, the flood fringe district standards in section 117-184 may <br /> 14 apply outside the floodway. <br /> 15 (B) Lands to which this subdivision applies. This subdivision applies to all lands within the jurisdiction of <br /> 16 the city shown on the official zoning map and/or the attachments to the map as being located within <br /> 17 the boundaries of the floodway, flood fringe, or general floodplain districts. <br /> 18 (1) The floodway, flood fringe and general floodplain districts are overlay districts that are <br /> 19 superimposed on all existing zoning districts. The standards imposed in the overlay districts <br /> 20 are in addition to any other requirements in the underlying zoning district. In case of a conflict, <br /> 21 the more restrictive standards will apply. <br /> 22 (C) Incorporation of maps by reference. The following maps, together with all attached material, are <br /> 23 hereby adopted by reference and declared to be a part of the official zoning map and this <br /> 24 subdivision. The attached material includes the Flood Insurance Study for Anoka County, <br /> 25 Minnesota,and Incorporated Areas and the flood insurance rate maps enumerated below, all dated <br /> 26 December 16, 2015 and all prepared by the Federal Emergency Management Agency. The regulatory flood protection elevation (RFPE) is an <br /> 31 elevation no lower than one foot above the elevation of the regional flood plus any increases in <br /> 32 flood elevation caused by encroachments on the floodplain that result from designation of a <br /> 33 floodway. <br /> 34 (E) Interpretation. The boundaries of the zoning districts are determined by scaling distances on the <br /> 35 flood insurance rate map. <br /> 36 (1) Where a conflict exists between the floodplain limits illustrated on the official zoning map and <br /> 37 actual field conditions, the flood elevations shall be the governing factor. The zoning <br /> 38 administrator must interpret the boundary location based on the ground elevations that <br /> 39 existed on the site on the date of the first National Flood Insurance Program map showing the <br /> 40 area within the regulatory floodplain, and other available technical data. <br /> Page 113 of 147 <br />
