CITY COUNCIL WORK SESSION <br />Topic Report: City Hall Space Needs Study <br /> <br />By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />In mid-January, staff met with representatives of BKV Group and E & V Construction <br />Managers to revisit the status of the space needs assessment and planning process for the <br />construction of a new City Hall. Staff reviewed the Needs Assessment Study that was <br />previously prepared for City Hall in 1999, and reviewed with the representatives current <br />staff projections based upon development projections for the next 15 years that had been <br />prepared as a part of the fiscal impact study for Ramsey Towne Centre. The space needs <br />projections that were made in 1999 appear to be in-line with the current projections for <br />development and related staff projections. <br /> <br />The 1999 Needs Assessment Study did not include planning for the construction of <br />Police Facilities within a new City Hall complex. Staff recommended that plans should <br />include Police Facilities within the new City Hall. During the Council meeting of <br />February 11, the Council authorized a space needs analysis for the Police Department. <br /> <br />Representatives of the BKV Group are in the process of completing the Police Space <br />Needs Analysis and are prepared to meet with the City Council for discussion. The <br />architect has also been asked to bring new Councilmembers up to date on the work <br />previously performed on the City Hall Space Needs Analysis. <br /> <br />Action Statement: <br /> <br />Provide direction to staff and City Hall architect regarding City Hall Space Needs <br />Analysis. <br /> <br />CCWS: 4/22/03 <br /> <br /> <br />
